Non-stick aluminium cookware and household kitchen articles
HSN 7615 10 21 (non-stick aluminium table, kitchen or household articles) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 1660:2024 is mandatory under the ISI Mark Scheme pursuant to the Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2026, with phased implementation dates by enterprise size. Non-Ferrous Metal Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 1660:2024 for non-stick aluminium cookware. Verify the supplier's CM/L number, licensed product scope, and licensed manufacturing facility on the BIS online register before placing the purchase order.Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2026 · S.O. 219(E) dated 15-01-2026 · Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018
- 2Confirm that the applicable implementation date governs your shipment: 01-10-2026 for general importers (other than micro and small enterprises), 01-01-2027 for small enterprises, and 01-04-2027 for micro enterprises. Goods shipped before the relevant date of implementation are not required to bear the ISI mark, but the implementation date must be documented.Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2026 · S.O. 219(E) dated 15-01-2026
- 3Ensure every non-stick aluminium article bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; marking solely on packaging is not compliant.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2026
- 4Register the consignment on the Non-Ferrous Metal Import Monitoring System (NFMIMS) portal under Annexure-II (aluminium) before arrival. Fee ₹500, apply not earlier than 60 days before the expected date of arrival, registration valid for 75 days. The minimum 5-day advance registration requirement has been abolished.DGFT Notification 61/2015-2020 dated 31-03-2021 · S.O. 3759(E) · DGFT Notification 26/2016-20 dated 10-08-2022
- 5Quote the supplier's BIS CM/L number and the NFMIMS registration number on the bill of entry. If the consignment qualifies for an exemption under paragraph 2 of the Cookware, Utensils and Cans for Foods and Beverages (QC) Order, 2026, prepare and retain the supporting exemption documentation before arrival.Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2026, para 2 · S.O. 219(E) dated 15-01-2026 · Customs Act, 1962
The single most common error on this tariff line is treating the IS 1660:2024 implementation dates as uniform when they are enterprise-size-specific: general importers must comply from 01 October 2026, small enterprises from 01 January 2027, and micro enterprises from 01 April 2027. An importer who applies the wrong implementation date — typically sourcing ISI-marked stock at premium cost before their relevant date, or conversely clearing unmarked goods after their applicable date — faces either unnecessary compliance spend or consignment detention. Establish your enterprise classification under the MSME Development Act before contracting with the supplier.
