Pressure cookers
Aluminium domestic pressure cookers
HSN 7615 10 11 (aluminium domestic pressure cookers) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 2347:2017 is mandatory under the ISI Mark Scheme with effect from 01 February 2021 under the Domestic Pressure Cooker (Quality Control) Order, 2020. No separate customs-clearance overlay applies beyond the BIS QCO obligation.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 2347:2017 for domestic pressure cookers. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility address on the BIS online register before placing the purchase order.Domestic Pressure Cooker (Quality Control) Order, 2020 · S.O. 294(E) dated 21-01-2020 · S.O. 2019(E) dated 23-06-2020
- 2Confirm that every pressure cooker in the consignment bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself, not packaging alone.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Domestic Pressure Cooker (Quality Control) Order, 2020
- 3Retain the supplier's test reports demonstrating compliance with IS 2347:2017 safety parameters — wall thickness, lid-locking mechanism, gasket integrity, safety-valve burst pressure, and hydrostatic-test results. These must be available for production at customs examination.IS 2347:2017 · BIS Act, 2016
- 4Quote the supplier's BIS CM/L number on the bill of entry. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or scope-mismatched licence triggers consignment detention, demurrage, and potential re-export or confiscation.Domestic Pressure Cooker (Quality Control) Order, 2020 · BIS Act, 2016 · Customs Act, 1962
- 5Note that a separate IS 1660:2024 obligation under the Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2026 applies to cookware and utensils with effect from 01-10-2026 (general enterprises). Assess whether any item in the consignment falls within that QCO's scope in addition to the pressure-cooker QCO.Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2026 · S.O. 219(E) dated 15-01-2026
The single most common error on this tariff line is relying on the QCO notification date of 21 January 2020 as the operative enforcement date. The Domestic Pressure Cooker (Quality Control) Order, 2020 did not become enforceable for imports until 01 February 2021; from 10 February 2024 a further amended enforcement date applies, with phased dates of 10 May 2024 for small enterprises and 10 August 2024 for micro enterprises as defined under the MSMED Act, 2006. Importers who conflate notification date with enforcement date risk procuring non-ISI-marked stock on the assumption that the obligation has not yet taken effect.
