Aluminium stranded wire, cables and plaited bands (non-insulated)
HSN 7614 90 00 (aluminium stranded wire, cables, plaited bands and the like, not electrically insulated) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 2067:1975 is mandatory under the ISI Mark Scheme with effect from 1 October 2025, under the Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025. Staggered effective dates apply for micro enterprises (1 April 2026) and small enterprises (1 January 2026) as defined under the Micro, Small and Medium Enterprises Development Act, 2006.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 2067:1975 for wrought aluminium wire for electrical purposes. Verify the supplier's CM/L number, licensed product scope, cross-sectional dimension range, and manufacturing facility on the BIS online register before placing the purchase order.Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025 · S.O. 2021(E) dated 05-05-2025
- 2Ensure each product bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The standard mark must appear on the product or on a label affixed to the product, not on outer packaging alone.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025
- 3Confirm the applicable effective date for the supplier's enterprise category before shipment: general manufacturers and importers are subject from 1 October 2025; small enterprises from 1 January 2026; micro enterprises from 1 April 2026. The enterprise classification is determined under the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006).S.O. 2021(E) dated 05-05-2025 · Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006)
- 4Quote the supplier's BIS CM/L number on the bill of entry. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or scope-mismatched licence triggers consignment detention and potential re-export or confiscation under Section 17 of the BIS Act, 2016.Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025 · BIS Act, 2016 · Customs Act, 1962
- 5Review paragraph 2 of S.O. 2021(E) for any notified exemptions applicable to the specific product variant or end-use. If an exemption applies, retain documentary evidence of the exemption basis with the consignment papers and quote it on the bill of entry.S.O. 2021(E) dated 05-05-2025, para 2 (exemptions)
The single most common error on this tariff line is failing to distinguish between the general enforcement date of 1 October 2025 and the staggered dates for small and micro enterprises — importers sourcing from MSME-category overseas manufacturers may incorrectly assume the general date applies, triggering detention on consignments shipped between 1 October 2025 and the enterprise-specific date. The enterprise classification must be documented at the purchase-order stage, not reconstructed post-shipment; customs does not accept post-facto reclassification as grounds for release of a detained consignment.
