Lacquered
Lacquered aluminium cans, drums and similar containers
HSN 7612 90 20 (lacquered aluminium casks, drums, cans and similar containers) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 18427:2024 is mandatory under the ISI Mark Scheme with effect from 22 August 2025, pursuant to the Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2025. IS 14407:2024 and IS 17803:2022 apply to product variants falling within their respective scopes under separate QC orders notified on the same tariff line.
- 1Identify which Indian Standard governs the specific product variant: IS 18427:2024 for lacquered aluminium containers for food, beverages, edible oils and industrial fills; IS 14407:2024 for collapsible tubes and rigid cans for pharmaceuticals, cosmetics and food; IS 17803:2022 for potable water bottles. Verify the supplier holds a current BIS CM/L licence against the correct IS before placing the purchase order.S.O. 3850(E) dated 21-08-2025 · S.O. 219(E) dated 15-01-2026 · S.O. 1071(E) dated 05-03-2024
- 2Confirm the supplier's CM/L licence number, product scope, and licensed manufacturing facility on the BIS online register. The licence must cover the specific container type, capacity range, and internal lacquer specification of the consignment.Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2025 · S.O. 3850(E) dated 21-08-2025
- 3Ensure each container bears the ISI mark and the supplier's CM/L number on the product itself, consistent with Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. Marking on packaging alone does not satisfy the statutory requirement.Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2025
- 4Check enterprise-size-based phased implementation dates before filing the bill of entry. For IS 18427:2024: general enterprises from 01-10-2025, small enterprises from 01-01-2026, micro enterprises from 01-04-2026. - 5If claiming an exemption under Paragraph 2 of the applicable QC Order, or the micro-enterprise carve-out under the Potable Water Bottles QC Amendment Order 2024, prepare documentary evidence including Udyam registration, chartered accountant certification of turnover and investment limits, and a declaration of pre-commencement stock where applicable.Para 2 of Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2025 · S.O. 3850(E) · Para 2 of Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2026 · S.O. 219(E) · S.O. 1071(E) dated 05-03-2024
The most consequential error on this tariff line is treating the three overlapping Indian Standards as interchangeable and obtaining a CM/L against the wrong IS for the product variant being imported. IS 18427:2024 governs tinplate and aluminium containers for food, beverages and aerosols; IS 14407:2024 applies specifically to collapsible tubes and rigid cans for pharmaceuticals and cosmetics; IS 17803:2022 targets potable water bottles. Customs verification at port matches the CM/L scope against the product description on the commercial invoice — a scope mismatch triggers detention regardless of the ISI mark appearing on the container.
