Plain
Plain aluminium cans, drums and similar containers
HSN 7612 90 10 (plain aluminium cans, drums and similar containers, capacity not exceeding 300 litres) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 18427:2024 and IS 14407:2024 is mandatory under the ISI Mark Scheme, with general-category implementation from 01 October 2025 and 01 October 2026 respectively, under the Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Orders. Potable water bottles of aluminium are additionally subject to IS 17803:2022 under the Potable Water Bottles (Quality Control) Amendment Order, 2024.
- 1Identify the applicable Indian Standard before sourcing: IS 18427:2024 for tinplate and aluminium food, beverage, edible oil, aerosol and industrial containers; IS 14407:2024 for collapsible tubes and rigid cans for pharmaceuticals, cosmetics and food; IS 17803:2022 for potable water bottles of aluminium. Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the relevant standard.S.O. 3850(E) dated 21-08-2025 · S.O. 219(E) dated 15-01-2026 · S.O. 1071(E) dated 05-03-2024
- 2Verify the supplier's CM/L licence number, licensed product scope, and manufacturing facility address on the BIS online register before placing the purchase order. Confirm that the specific container type, alloy grade, and end-use category are within the licensed scope.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Cookware, Utensils and Cans for Foods and Beverages (QC) Order, 2025 and 2026
- 3Ensure every container bears the ISI mark and the supplier's CM/L number on the product itself, not only on outer packaging. Marking must be traceable to the licensed batch and manufacturing facility.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 3850(E) dated 21-08-2025 · S.O. 219(E) dated 15-01-2026
- 4Verify the applicable implementation date for your enterprise category: IS 18427:2024 — general enterprises from 01-10-2025, small enterprises from 01-01-2026, micro enterprises from 01-04-2026; IS 14407:2024 — general from 01-10-2026, small from 01-01-2027, micro from 01-04-2027. Quote the supplier's CM/L number on the bill of entry; absent, expired, or scope-mismatched CM/L triggers consignment detention.S.O. 3850(E) dated 21-08-2025 · S.O. 219(E) dated 15-01-2026 · BIS Act, 2016 · Customs Act, 1962
- 5If claiming an exemption under paragraph 2 of either QC Order, prepare supporting documentation before the consignment arrives. For IS 17803:2022, micro enterprises registered on the Udyam Portal with plant-and-machinery investment not exceeding ₹1 crore and turnover not exceeding ₹5 crore (as certified by a Chartered Accountant) may qualify; the declaration must be lodged with Bureau of Indian Standards.Para 2 of the Cookware, Utensils and Cans for Foods and Beverages (QC) Order, 2025 · Para 2 of the Cookware, Utensils and Cans for Foods and Beverages (QC) Order, 2026 · S.O. 1071(E) dated 05-03-2024
The most common error on this tariff line is treating the three applicable Indian Standards as interchangeable and obtaining a CM/L for only one. IS 18427:2024 governs aluminium food and beverage cans, IS 14407:2024 governs pharmaceutical and cosmetic collapsible tubes and rigid cans, and IS 17803:2022 governs potable water bottles — each sits under a separate Quality Control Order with a different enforcement date and S.O. reference. An importer who ships potable aluminium water bottles under a CM/L scoped to IS 18427 will face detention because the bill of entry cannot be validated against a CM/L that covers a different standard and product category.
