Aluminium collapsible tubular containers for packaging
HSN 7612 10 90 (aluminium collapsible tubular containers) is covered by two Bureau of Indian Standards Quality Control Orders. Conformity to IS 18427:2024 is mandatory under the ISI Mark Scheme from 1 October 2025 for general enterprises, and conformity to IS 14407:2024 is mandatory from 1 October 2026, each under separate Cookware, Utensils and Cans for Foods and Beverages Quality Control Orders. Both obligations apply concurrently for product variants falling within the scope of each standard.
- 1Determine which Indian Standard governs the specific product variant: IS 18427:2024 for tinplate and aluminium containers for food, beverages, edible oils, aerosols and industrial fills; IS 14407:2024 for aluminium collapsible tubes and rigid cans for pharmaceuticals, cosmetics and food. A single consignment may require CM/L compliance against both standards if it spans both product scopes.Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2025 · S.O. 3850(E) dated 21-08-2025; Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2026 · S.O. 219(E) dated 15-01-2026
- 2Verify the foreign supplier's BIS CM/L licence number on the BIS online register against IS 18427:2024 or IS 14407:2024 (or both) before placing the purchase order. The licence must be current, facility-specific, and cover the product variant being imported.Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · S.O. 3850(E) dated 21-08-2025 · S.O. 219(E) dated 15-01-2026
- 3Ensure every container bears the ISI mark and the supplier's CM/L number on the product itself, not only on outer packaging. The marking must be traceable to the licensed manufacturing facility and the applicable Indian Standard.Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2025 · Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2026
- 4Determine enterprise classification at the time of import: general enterprises must comply with IS 18427:2024 from 01-10-2025 and IS 14407:2024 from 01-10-2026; small enterprises from 01-01-2026 and 01-01-2027 respectively; micro enterprises from 01-04-2026 and 01-04-2027 respectively. Document the supplier's enterprise category in the compliance file.Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2025 · S.O. 3850(E) dated 21-08-2025; Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2026 · S.O. 219(E) dated 15-01-2026
- 5Confirm whether the consignment qualifies for any exemption under Paragraph 2 of the applicable Quality Control Order before filing the bill of entry. Quote the supplier's BIS CM/L number on the bill of entry; absent or expired CM/L triggers consignment detention at port.Para 2 of the Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2025 · S.O. 3850(E) dated 21-08-2025; Para 2 of the Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2026 · S.O. 219(E) dated 15-01-2026
The single most common error on this tariff line is treating the two Quality Control Orders as sequential rather than concurrent obligations. Importers whose product falls within the scope of both IS 18427:2024 and IS 14407:2024 must satisfy both CM/L requirements simultaneously once the later standard's implementation date is reached; a CM/L against IS 18427:2024 alone does not discharge the IS 14407:2024 obligation after 1 October 2026, and customs will detain any consignment where the bill of entry cites only one licence for a dual-scope product.
