Lacquered aluminium collapsible tubular containers
HSN 7612 10 20 (lacquered aluminium collapsible tubular containers) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 14407:2024 and IS 18427:2024 is mandatory under the ISI Mark Scheme, with general-enterprise implementation from 01 October 2025 for IS 18427:2024 and from 01 October 2026 for IS 14407:2024. No separate customs-clearance overlay applies beyond the BIS QCO obligation.
- 1Verify the foreign manufacturer holds a current Bureau of Indian Standards CM/L licence against IS 14407:2024 and IS 18427:2024 on the BIS online register before placing the purchase order. The licensed product scope must cover lacquered aluminium collapsible tubular containers.Cookware, Utensils and Cans for Foods and Beverages (QC) Order 2026 · S.O. 219(E) dated 15-01-2026; Cookware, Utensils and Cans for Foods and Beverages (QC) Order 2025 · S.O. 3850(E) dated 21-08-2025
- 2Confirm which IS applies to the consignment date. IS 18427:2024 general-enterprise implementation is 01-10-2025; IS 14407:2024 general-enterprise implementation is 01-10-2026. For small enterprises the respective dates are 01-01-2026 and 01-01-2027; for micro enterprises, 01-04-2026 and 01-04-2027.S.O. 219(E) dated 15-01-2026 · S.O. 3850(E) dated 21-08-2025
- 3Ensure each container bears the ISI mark and the supplier's CM/L licence number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself, not only on outer packaging.Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · Cookware, Utensils and Cans for Foods and Beverages (QC) Order 2025 and 2026
- 4Review Para 2 of each QC Order for applicable exemptions before filing the bill of entry. Where an exemption applies, retain documentary evidence of the exemption basis; absence of that documentation converts an exempt consignment into a detainable one.Para 2, Cookware, Utensils and Cans for Foods and Beverages (QC) Order 2026 · S.O. 219(E) dated 15-01-2026; Para 2, Cookware, Utensils and Cans for Foods and Beverages (QC) Order 2025 · S.O. 3850(E) dated 21-08-2025
- 5Quote the supplier's BIS CM/L licence number on the bill of entry. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or scope-mismatched licence triggers consignment detention and potential re-export or confiscation.BIS Act, 2016 · Customs Act, 1962 · BIS (Conformity Assessment) Regulations, 2018
The most consequential error on this tariff line is treating the two QC Orders as alternatives rather than as sequenced, overlapping obligations. IS 18427:2024 general-enterprise implementation preceded IS 14407:2024 general-enterprise implementation by a full year; consignments shipped in the intervening window must satisfy IS 18427:2024 marking while also confirming whether the IS 14407:2024 CM/L requirement has engaged for the specific enterprise category. Importers who obtain a CM/L against one standard only, without checking the staged roll-in dates, face detention on the standard not yet covered.
