Plain aluminium collapsible tubular containers for packaging
HSN 7612 10 10 (plain aluminium collapsible tubular containers) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 18427:2024 and IS 14407:2024 is mandatory under the ISI Mark Scheme with phased implementation dates from 1 October 2025 and 1 October 2026 respectively, under the Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Orders 2025 and 2026. No separate customs-clearance overlay applies beyond BIS.
- 1Verify the foreign manufacturer holds a current Bureau of Indian Standards CM/L licence against IS 18427:2024 (for plain aluminium cans under the 2025 QCO) and, where applicable, IS 14407:2024 (for collapsible tubes under the 2026 QCO). Confirm licensed product scope and facility address on the BIS online register before placing the purchase order.Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2025 · S.O. 3850(E) dated 21-08-2025; Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2026 · S.O. 219(E) dated 15-01-2026
- 2Confirm which QCO and IS standard governs the specific product being imported: IS 18427:2024 applies under S.O. 3850(E) from 1 October 2025 for general importers; IS 14407:2024 applies under S.O. 219(E) from 1 October 2026 for general importers. Enterprise classification (general, small, or micro) determines the applicable implementation date.S.O. 3850(E) dated 21-08-2025 · S.O. 219(E) dated 15-01-2026
- 3Ensure every container bears the ISI mark and the supplier's CM/L licence number on the product itself, as required under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking on outer packaging alone does not satisfy the obligation.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2025
- 4Quote the supplier's BIS CM/L licence number on the bill of entry, specifying the IS standard (IS 18427:2024 or IS 14407:2024) against which the licence is held. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or scope-mismatched licence triggers consignment detention.BIS Act, 2016 · Customs Act, 1962 · S.O. 3850(E) dated 21-08-2025
- 5If the supplier or importer claims an exemption, confirm it falls within the carve-outs under paragraph 2 of the applicable Quality Control Order. Document the exemption basis on the bill of entry; unsubstantiated exemption claims do not bar detention at port.Para 2 of the Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2025 · S.O. 3850(E) dated 21-08-2025; Para 2 of the Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2026 · S.O. 219(E) dated 15-01-2026
The single most common error on this tariff line is treating the two QCOs as interchangeable and sourcing a CM/L licence against only one IS standard when the product type demands the other. IS 18427:2024 covers aluminium cans (rigid and semi-rigid containers for food, beverages, and similar fills) under S.O. 3850(E); IS 14407:2024 covers collapsible tubes (squeeze-type packaging for pharmaceuticals, cosmetics, and food) under S.O. 219(E). A CM/L held against IS 18427:2024 does not authorise import of collapsible tubes, and vice versa — scope mismatch at the BIS register level is a direct trigger for consignment detention regardless of the licence's validity status.
