A word of counsel

The most common error on this tariff line is filing the NFMIMS application at or after the vessel's arrival, on the mistaken belief that abolition of the 5-day lead time means registration can be contemporaneous with the bill of entry. Abolition of the minimum lead time removed only the advance-day floor — the registration must still precede arrival, and a consignment detained for missing NFMIMS registration cannot be released until the automatic number is issued, accruing demurrage and ground rent in the interim.
