    If the importer is classified as a micro or small enterprise under the Micro, Small and Medium Enterprises Development Act, 2006, confirm the applicable deferred enforcement date: 01 April 2026 for micro enterprises and 01 January 2026 for small enterprises. A word of counsel

The most common error on this tariff line is assuming a single CM/L licence covers all three product sub-scopes covered by the QCO. IS 7092 (Part 1) governs irrigation tubes, IS 5082:1998 governs electrical-appliance sections, and IS 1285:2002 governs extruded general-engineering tubes — each is a distinct licensed scope and a supplier licensed under one IS is not automatically covered under another. Importing a tube variant against a mismatched IS licence results in detention at port even where the ISI mark is physically present on the goods.

Does a single CM/L licence cover all aluminium alloy tube variants under HSN 7608 20 00?
No. The CM/L is scope-specific by IS number, product variant, and manufacturing facility. A licence against IS 7092 (Part 1) does not cover products requiring IS 5082:1998 or IS 1285:2002, and tubes from an unlicensed plant are not covered regardless of the ISI mark.
