Compliance steps
  1. 1
Verify the foreign manufacturer's BIS CM/L licence number on the BIS online register against the applicable Indian Standard: IS 7092 (Part 1):1992 for aluminium alloy welded tubes for irrigation, IS 5082:1998 for tubes in electrical appliances, or IS 1285:2002 for extruded round tubes for general engineering. Confirm the licensed product scope, facility address, and current validity before placing the purchase order.

  2. 2
Ensure every tube or pipe bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The standard mark must appear on the product itself and not solely on the outer packaging.

  3. 3
Register the consignment on the Non-Ferrous Metals Import Monitoring System portal, completing Annexure-II for aluminium items, before arrival. Fee ₹500, registration valid for 75 days, apply no earlier than 60 days before the expected arrival date; the minimum advance-registration window has been reduced to zero days.

  4. 4
Note staggered enforcement: the general effective date is 1 October 2025; for enterprises classified as small enterprises under the Micro, Small and Medium Enterprises Development Act, 2006, the date is 1 January 2026; for micro enterprises, 1 April 2026. Import consignments whose arrival date falls before the applicable threshold are not yet in-scope.

  5. 5
Quote the supplier's BIS CM/L number and the NFMIMS automatic registration number on the bill of entry. Customs verifies each independently; absent, expired, or scope-mismatched documentation triggers consignment detention. Review any exemptions available under paragraph 2 of S.O. 2021(E) before filing.

A word of counsel

The single most common error on this tariff line is selecting the wrong Indian Standard for the specific tube type being imported. IS 7092 (Part 1):1992 applies to welded aluminium alloy tubes for irrigation; IS 5082:1998 applies to tubes used in electrical appliances; IS 1285:2002 applies to extruded round tubes for general engineering. A CM/L licence against one standard does not cover product within the scope of another, and a scope mismatch between the licence and the consignment description triggers detention regardless of the validity of the CM/L itself.

Frequently asked
Does HSN 7608 10 00 require BIS certification?
Yes. Aluminium tubes and pipes of non-alloyed aluminium require a BIS CM/L licence under the ISI Mark Scheme by virtue of the Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025, with effect from 1 October 2025 for general importers.
Is Non-Ferrous Metals Import Monitoring System registration required separately from BIS QCO compliance?
Yes. NFMIMS registration is administered by the Directorate General of Foreign Trade under DGFT Notification 61/2015-2020 and is independent of the BIS QCO obligation. Fee ₹500, validity 75 days, apply no earlier than 60 days before arrival.
Do the staggered enforcement dates affect the BIS obligation for all importers equally?
No. The general effective date is 1 October 2025; enterprises classified as small enterprises under the Micro, Small and Medium Enterprises Development Act, 2006 have until 1 January 2026; micro enterprises have until 1 April 2026 per S.O. 2021(E).
Does a single CM/L licence cover all aluminium tube types under this HSN?
No. Each CM/L licence is standard-specific and scope-specific; a licence against IS 7092 (Part 1):1992 does not cover extruded round tubes governed by IS 1285:2002, and customs detains consignments where the declared product falls outside the licensed standard's scope.
