Non-Ferrous Metals Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Verify the foreign manufacturer's BIS CM/L licence number on the BIS online register against the applicable Indian Standard: IS 7092 (Part 1):1992 for aluminium alloy welded tubes for irrigation, IS 5082:1998 for tubes in electrical appliances, or IS 1285:2002 for extruded round tubes for general engineering. Confirm the licensed product scope, facility address, and current validity before placing the purchase order.Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025 · S.O. 2021(E) dated 05-05-2025 · IS 7092 (Part 1):1992; IS 5082:1998; IS 1285:2002
- 2Ensure every tube or pipe bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The standard mark must appear on the product itself and not solely on the outer packaging.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025
- 3Register the consignment on the Non-Ferrous Metals Import Monitoring System portal, completing Annexure-II for aluminium items, before arrival. Fee ₹500, registration valid for 75 days, apply no earlier than 60 days before the expected arrival date; the minimum advance-registration window has been reduced to zero days.DGFT Notification 61/2015-2020 dated 31-03-2021 · DGFT Notification 26/2016-20 dated 10-08-2022 · S.O. 3759(E)
- 4Note staggered enforcement: the general effective date is 1 October 2025; for enterprises classified as small enterprises under the Micro, Small and Medium Enterprises Development Act, 2006, the date is 1 January 2026; for micro enterprises, 1 April 2026. Import consignments whose arrival date falls before the applicable threshold are not yet in-scope.S.O. 2021(E) dated 05-05-2025 · Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025 · Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006)
- 5Quote the supplier's BIS CM/L number and the NFMIMS automatic registration number on the bill of entry. Customs verifies each independently; absent, expired, or scope-mismatched documentation triggers consignment detention. Review any exemptions available under paragraph 2 of S.O. 2021(E) before filing.S.O. 2021(E) dated 05-05-2025 · DGFT Policy Circular 42/2015-2020 dated 27-07-2022 · Customs Act, 1962
The single most common error on this tariff line is selecting the wrong Indian Standard for the specific tube type being imported. IS 7092 (Part 1):1992 applies to welded aluminium alloy tubes for irrigation; IS 5082:1998 applies to tubes used in electrical appliances; IS 1285:2002 applies to extruded round tubes for general engineering. A CM/L licence against one standard does not cover product within the scope of another, and a scope mismatch between the licence and the consignment description triggers detention regardless of the validity of the CM/L itself.
