Compliance steps
  1. 1
Verify the foreign manufacturer holds a current BIS CM/L licence against IS 15392 for aluminium foil before placing the purchase order. For pharmaceutical-packaging foil, additionally confirm a CM/L licence against IS 16011:2012; effective 01 October 2025 (01 April 2026 for micro enterprises, 01 January 2026 for small enterprises).

  2. 2
Ensure every roll or sheet bears the ISI mark and the supplier's CM/L licence number as per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product or primary packaging in a manner traceable to the licensed batch.
    Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Aluminium Foil (Quality Control) Order, 2020 · S.O. 687(E) dated 13-02-2020
  3. 3
Register the consignment on the Non-Ferrous Metals Import Monitoring System portal under Annexure-II (aluminium) not earlier than 60 days before the expected arrival date. Fee ₹500; automatic registration valid for 75 days. The minimum-advance registration requirement of 5 days has been abolished.

  4. 4
Quote the supplier's BIS CM/L number and the NFMIMS automatic registration number on the bill of entry. Customs verifies the CM/L in real time against the BIS register and the NFMIMS registration against the DGFT portal; absent, expired, or scope-mismatched credentials trigger consignment detention.

  5. 5
For pharmaceutical-packaging foil, confirm whether the enterprise qualifies as a micro or small enterprise under the Micro, Small and Medium Enterprises Development Act, 2006; the phased effective dates under S.O. 2021(E) differ by enterprise size. Document the classification basis with the Udyam registration certificate.

A word of counsel

The single most common error on this tariff line is importing pharmaceutical-grade aluminium foil under a CM/L licence issued solely against IS 15392, without recognising that IS 16011:2012 governs foil specifically for pharmaceutical packaging under the separate Aluminium and Aluminium Alloy Products (QC) Order, 2025. An importer holding a clean IS 15392 CM/L and a valid NFMIMS registration will still face detention at port if the declared end-use is pharmaceutical packaging and no IS 16011:2012 CM/L exists — because customs treats the two QCOs as independently enforceable obligations, not alternative standards for the same product.

Frequently asked
Does HSN 7607 19 99 require BIS certification?
Yes. Conformity to IS 15392 is mandatory under the ISI Mark Scheme from 13 February 2020; pharmaceutical-packaging foil additionally requires conformity to IS 16011:2012 under the ISI Mark Scheme from 01 October 2025, with phased dates for micro and small enterprises.
Is Non-Ferrous Metals Import Monitoring System registration required separately from BIS QCO compliance?
Yes. NFMIMS registration is administered by the Directorate General of Foreign Trade under Annexure-II for aluminium items and is independent of the BIS QCO obligation. Fee ₹500, validity 75 days, apply no earlier than 60 days before arrival.
Do the phased effective dates under S.O. 2021(E) for IS 16011:2012 apply to all importers?
No. The 01 October 2025 date applies to importers other than micro and small enterprises; small enterprises have an effective date of 01 January 2026 and micro enterprises of 01 April 2026, as defined under the Micro, Small and Medium Enterprises Development Act, 2006.
Does a single CM/L licence against IS 15392 cover pharmaceutical-packaging foil as well?
No. IS 15392 and IS 16011:2012 are notified under separate Quality Control Orders; pharmaceutical-packaging foil requires a distinct CM/L licence against IS 16011:2012, and a CM/L issued solely under IS 15392 does not satisfy the pharmaceutical-packaging obligation.
