Aluminium foil not backed, otherwise worked, under 0.2 mm thickness
HSN 7607 19 99 (other aluminium foil, not backed, otherwise worked, thickness not exceeding 0.2 mm) is covered by two Bureau of Indian Standards Quality Control Orders. Conformity to IS 15392 is mandatory under the ISI Mark Scheme with effect from 13 February 2020; aluminium and aluminium alloy foil destined for pharmaceutical packaging must additionally conform to IS 16011:2012 with effect from 01 October 2025. Non-Ferrous Metals Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

- 1Verify the foreign manufacturer holds a current BIS CM/L licence against IS 15392 for aluminium foil before placing the purchase order. - 2Ensure every roll or sheet bears the ISI mark and the supplier's CM/L licence number as per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The single most common error on this tariff line is importing pharmaceutical-grade aluminium foil under a CM/L licence issued solely against IS 15392, without recognising that IS 16011:2012 governs foil specifically for pharmaceutical packaging under the separate Aluminium and Aluminium Alloy Products (QC) Order, 2025. An importer holding a clean IS 15392 CM/L and a valid NFMIMS registration will still face detention at port if the declared end-use is pharmaceutical packaging and no IS 16011:2012 CM/L exists — because customs treats the two QCOs as independently enforceable obligations, not alternative standards for the same product.
