Coated
Coated aluminium foil not exceeding 0.2 mm thickness
HSN 7607 19 94 (coated aluminium foil, not exceeding 0.2 mm thickness) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 15392 is mandatory under the ISI Mark Scheme with effect from 13 February 2020 under the Aluminium Foil (Quality Control) Order, 2020; pharmaceutical-packaging foil additionally requires conformity to IS 16011:2012 with effect from 01 October 2025 under the Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025. Non-Ferrous Metals Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Verify the foreign manufacturer holds a current BIS CM/L licence against IS 15392 on the BIS online register before placing the purchase order. For pharmaceutical-packaging foil, confirm the licence additionally covers IS 16011:2012 with effect from 01 October 2025.Aluminium Foil (Quality Control) Order, 2020 · S.O. 687(E) dated 13-02-2020 · Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025 · S.O. 2021(E) dated 05-05-2025
- 2Ensure every roll or unit of coated foil bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product or primary packaging, not on the outer carton alone.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 687(E) dated 13-02-2020
- 3Register the consignment on the Non-Ferrous Metals Import Monitoring System portal under Annexure-II (aluminium) not earlier than 60 days before the expected arrival date. Fee ₹500; the automatic registration number is valid for 75 days. The minimum-advance-registration requirement has been abolished.DGFT Notification 61/2015-2020 dated 31-03-2021 · S.O. 3759(E) · DGFT Notification 26/2016-20 dated 10-08-2022
- 4Quote the supplier's BIS CM/L number and the NFMIMS registration number on the bill of entry. Customs verifies the CM/L in real time against the BIS register and the NFMIMS number against the DGFT portal; either being absent, expired, or scope-mismatched triggers consignment detention.Aluminium Foil (Quality Control) Order, 2020 · S.O. 687(E) · BIS Act, 2016 · Customs Act, 1962
- 5For pharmaceutical-packaging foil, confirm whether the micro-enterprise or small-enterprise deferred effective dates apply. The effective date for small enterprises is 01 January 2026 and for micro enterprises is 01 April 2026; document the MSMED Act enterprise classification and retain it for customs examination.S.O. 2021(E) dated 05-05-2025 · Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025 · Micro, Small and Medium Enterprises Development Act, 2006
The most common error on this tariff line is treating IS 15392 as the sole and complete BIS obligation, overlooking that pharmaceutical-packaging foil now falls under a second, concurrent QCO — the Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025 — requiring IS 16011:2012 from 01 October 2025. An importer whose supplier holds a clean IS 15392 CM/L but no IS 16011:2012 licence for pharmaceutical-use foil faces detention and re-export on the pharmaceutical portion of the consignment, regardless of NFMIMS compliance.
