Fee ₹500; the automatic registration number is valid for 75 days. The minimum-advance-registration requirement has been abolished.

    Quote the supplier's BIS CM/L number and the NFMIMS registration number on the bill of entry. Customs verifies the CM/L in real time against the BIS register and the NFMIMS number against the DGFT portal; either being absent, expired, or scope-mismatched triggers consignment detention.

    For pharmaceutical-packaging foil, confirm whether the micro-enterprise or small-enterprise deferred effective dates apply. The effective date for small enterprises is 01 January 2026 and for micro enterprises is 01 April 2026; document the MSMED Act enterprise classification and retain it for customs examination.

The most common error on this tariff line is treating IS 15392 as the sole and complete BIS obligation, overlooking that pharmaceutical-packaging foil now falls under a second, concurrent QCO — the Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025 — requiring IS 16011:2012 from 01 October 2025. An importer whose supplier holds a clean IS 15392 CM/L but no IS 16011:2012 licence for pharmaceutical-use foil faces detention and re-export on the pharmaceutical portion of the consignment, regardless of NFMIMS compliance.
