Perforated or cut-to-shape
Perforated or cut-to-shape aluminium foil, not backed, under 0.2 mm
HSN 7607 19 93 (perforated or cut-to-shape aluminium foil, not backed, under 0.2 mm) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 15392 is mandatory under the ISI Mark Scheme with effect from 13 February 2020 under the Aluminium Foil (Quality Control) Order, 2020; aluminium and aluminium alloy foil for pharmaceutical packaging must additionally conform to IS 16011:2012 under the Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025 with effect from 01 October 2025.
- 1Verify the foreign manufacturer's BIS CM/L licence number against IS 15392 on the BIS online register before placing the purchase order. Confirm the licensed product scope covers perforated or cut-to-shape foil at the relevant thickness and alloy designation.Aluminium Foil (Quality Control) Order, 2020 · S.O. 687(E) dated 13-02-2020 · Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018
- 2If the consignment is aluminium or aluminium alloy foil destined for pharmaceutical packaging, also verify a current CM/L licence against IS 16011:2012. Effective dates are 01 October 2025 for general importers, 01 January 2026 for small enterprises, and 01 April 2026 for micro enterprises.Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025 · S.O. 2021(E) dated 05-05-2025 · Micro, Small and Medium Enterprises Development Act, 2006
- 3Ensure every consignment unit bears the ISI mark and the supplier's CM/L number as required under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product or its primary label, not only on outer packaging.S.O. 687(E) dated 13-02-2020 · Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018
- 4Quote the supplier's BIS CM/L number on the bill of entry, specifying the applicable IS (IS 15392 for general foil; IS 16011:2012 additionally for pharmaceutical-packaging foil). Customs verifies the CM/L in real time against the BIS register; an absent, expired, or scope-mismatched licence triggers consignment detention.BIS Act, 2016 · Customs Act, 1962 · S.O. 687(E) dated 13-02-2020 · S.O. 2021(E) dated 05-05-2025
- 5Check exemptions under paragraph 2 of S.O. 2021(E) for pharmaceutical-packaging foil if the consignment may qualify. Document the exemption basis before the bill of entry is filed; the BIS QCO obligation under IS 15392 for general aluminium foil is not relieved by any pharmaceutical-packaging carve-out.S.O. 2021(E) dated 05-05-2025, para 2 · Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025
The single most common error on this tariff line is assuming that a CM/L licence against IS 15392 (general aluminium foil) is sufficient for every consignment. Pharmaceutical-packaging foil requires a separate CM/L against IS 16011:2012 under a distinct Quality Control Order notified in 2025; importers who discover this gap only at port face detention, demurrage, and the full re-export or confiscation risk on pharmaceutical-grade stock that lacks ISI marking under IS 16011:2012.
