Plain aluminium foil not backed, thickness not exceeding 0.2 mm
HSN 7607 19 91 (plain aluminium foil, not backed, thickness not exceeding 0.2 mm) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 15392 is mandatory under the ISI Mark Scheme with effect from 13 February 2020 under the Aluminium Foil (Quality Control) Order, 2020; pharmaceutical-packaging foil must additionally conform to IS 16011:2012 with effect from 01 October 2025. Non-Ferrous Metals Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The sharpest trap on this tariff line is treating IS 15392 and IS 16011:2012 as interchangeable. IS 15392 applies to general-purpose aluminium foil under S.O. 687(E) from 2020; IS 16011:2012 applies specifically to pharmaceutical-packaging foil under S.O. 2021(E) from 2025, with staggered effective dates by enterprise size. An importer sourcing foil destined for pharmaceutical blister packs who relies solely on a supplier's IS 15392 CM/L licence will face a scope-mismatch detention at customs once the IS 16011:2012 obligation takes effect for that enterprise category.
