HSN 7607 19 91 (plain aluminium foil, not backed, thickness not exceeding 0.2 mm) is covered by a Bureau of Indian Standards Quality Control Order. Compliance steps
  1. 1
Verify the foreign manufacturer's BIS CM/L licence number against IS 15392 on the BIS online register before placing the purchase order. Confirm the licensed scope covers the specific alloy, temper, thickness, and manufacturing facility of the foil being imported.
    Aluminium Foil (Quality Control) Order, 2020 · S.O. 687(E) dated 13-02-2020 · Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018
  2. 2
If the aluminium foil is for pharmaceutical packaging, additionally verify a CM/L licence against IS 16011:2012. The effective date for large and small enterprises is 01 October 2025; for small enterprises 01 January 2026; for micro enterprises 01 April 2026. Confirm enterprise classification to apply the correct effective date.
Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025 · S.O. 2021(E) dated 05-05-2025
  3. 3
Ensure every roll or reel of foil bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product or its innermost packaging unit, not on the outer carton alone.

  4. 4
Register the consignment on the Non-Ferrous Metals Import Monitoring System (NFMIMS) portal under Annexure-II (aluminium) not earlier than 60 days before expected arrival. Registration fee is ₹500 and the automatic registration number is valid for 75 days; no minimum advance period before arrival applies.
    DGFT Notification 61/2015-2020 dated 31-03-2021 · S.O. 3759(E) · DGFT Notification 26/2016-20 dated 10-08-2022
  5. 5
Quote the supplier's BIS CM/L number and the NFMIMS registration number on the bill of entry. Customs verifies both in real time; a missing, expired, or scope-mismatched CM/L triggers consignment detention, while an absent or expired NFMIMS registration triggers a separate hold.

A word of counsel

The sharpest trap on this tariff line is treating IS 15392 and IS 16011:2012 as interchangeable. IS 15392 applies to general-purpose aluminium foil under S.O. 687(E) from 2020; IS 16011:2012 applies specifically to pharmaceutical-packaging foil under S.O. 2021(E) from 2025, with staggered effective dates by enterprise size. An importer sourcing foil destined for pharmaceutical blister packs who relies solely on a supplier's IS 15392 CM/L licence will face a scope-mismatch detention at customs once the IS 16011:2012 obligation takes effect for that enterprise category.

Frequently asked
Does HSN 7607 19 91 require BIS certification?
Yes. Conformity to IS 15392 is mandatory under the ISI Mark Scheme from 13 February 2020 under the Aluminium Foil (Quality Control) Order, 2020; pharmaceutical-packaging foil requires a separate CM/L against IS 16011:2012 from 01 October 2025 under the Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025.
Is NFMIMS registration required separately from BIS QCO compliance?
Yes. Non-Ferrous Metals Import Monitoring System registration under Annexure-II (aluminium) is administered by the Directorate General of Foreign Trade and is independent of the BIS QCO obligation; fee ₹500, validity 75 days, apply no earlier than 60 days before arrival.
Do the staggered effective dates under S.O. 2021(E) apply to all aluminium foil or only pharmaceutical-packaging foil?
The staggered dates (01-10-2025 for large enterprises, 01-01-2026 for small, 01-04-2026 for micro) apply only to the IS 16011:2012 obligation under S.O. 2021(E) for pharmaceutical-packaging foil. The IS 15392 obligation under S.O. 687(E) has been in force since 13 February 2020 with no enterprise-size deferral.
Does a single CM/L licence cover all alloy grades, tempers, and thickness ranges of aluminium foil?
No. A CM/L licence is scope-specific by alloy designation, temper, thickness tolerance, and manufacturing facility; foil outside the licensed specification or from an unlicensed plant is not covered and will be detained at customs.
