Plain aluminium foil not backed, thickness not exceeding 0.2 mm

HSN 7607 19 91 (plain aluminium foil, not backed, thickness not exceeding 0.2 mm) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 15392 is mandatory under the ISI Mark Scheme with effect from 13 February 2020 under the Aluminium Foil (Quality Control) Order, 2020; pharmaceutical-packaging foil must additionally conform to IS 16011:2012 with effect from 01 October 2025. Non-Ferrous Metals Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

   Verify the foreign manufacturer's BIS CM/L licence number against IS 15392 on the BIS online register before placing the purchase order. Confirm the licensed scope covers the specific alloy, temper, thickness, and manufacturing facility of the foil being imported.

   If the aluminium foil is for pharmaceutical packaging, additionally verify a CM/L licence against IS 16011:2012. The effective date for large and small enterprises is 01 October 2025; for small enterprises 01 January 2026; for micro enterprises 01 April 2026. Confirm enterprise classification to apply the correct effective date.

   Ensure every roll or reel of foil bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product or its innermost packaging unit, not on the outer carton alone.

   Register the consignment on the Non-Ferrous Metals Import Monitoring System (NFMIMS) portal under Annexure-II (aluminium) not earlier than 60 days before expected arrival. Registration fee is ₹500 and the automatic registration number is valid for 75 days; no minimum advance period before arrival applies.

   Quote the supplier's BIS CM/L number and the NFMIMS registration number on the bill of entry. Customs verifies both in real time; a missing, expired, or scope-mismatched CM/L triggers consignment detention, while an absent or expired NFMIMS registration triggers a separate hold.
