HSN 7607 19 10 (aluminium foil ordinarily used for tea chest lining) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 15392 is mandatory under the ISI Mark Scheme with effect from 13 February 2020, by virtue of the Aluminium Foil (Quality Control) Order, 2020. Non-Ferrous Metals Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The single most common error on this tariff line is treating the product-description restriction narrowly: the CM/L licence under IS 15392 must explicitly cover the alloy designation, thickness band, and surface-finish type (plain, embossed, coated, or backed) of the imported foil. Suppliers often hold a CM/L scoped to plain household foil; tea-chest-lining foil with a specific alloy or emboss specification may fall outside that licensed scope, causing the consignment to be detained even where the CM/L number itself is valid and current on the BIS register.
