Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 15392 for aluminium foil. Verify the supplier's CM/L number, licensed product scope, alloy designation, thickness range, and licensed manufacturing facility on the BIS online register before placing the purchase order.
    Aluminium Foil (Quality Control) Order, 2020 · S.O. 687(E) dated 13-02-2020
  2. 2
Ensure each consignment batch bears the ISI mark and the supplier's CM/L number as required under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product or its innermost commercial packaging unit, not on the outer shipping carton alone.

  3. 3
Register the consignment on the Non-Ferrous Metals Import Monitoring System portal under Annexure-II (aluminium) before the expected arrival date. Fee ₹500; apply no earlier than 60 days before arrival; registration valid for 75 days. The minimum 5-day advance-registration requirement has been abolished.

  4. 4
Quote both the supplier's BIS CM/L number and the NFMIMS automatic registration number on the bill of entry. Customs verifies the CM/L in real time against the BIS register and the NFMIMS number against the DGFT portal; either being absent, expired, or scope-mismatched triggers consignment detention.

  5. 5
Review Ministry of Mines clarifications on NFMIMS scope for any product-specific exclusions or carve-outs applicable to tea-chest-lining foil. The BIS QCO obligation under IS 15392 is not waived by any NFMIMS exclusion — the ISI-marked product requirement continues to apply independently.

A word of counsel

The single most common error on this tariff line is treating the product-description restriction narrowly: the CM/L licence under IS 15392 must explicitly cover the alloy designation, thickness band, and surface-finish type (plain, embossed, coated, or backed) of the imported foil. Suppliers often hold a CM/L scoped to plain household foil; tea-chest-lining foil with a specific alloy or emboss specification may fall outside that licensed scope, causing the consignment to be detained even where the CM/L number itself is valid and current on the BIS register.

Frequently asked
Does HSN 7607 19 10 require BIS certification?
Yes. Aluminium foil under this tariff line must conform to IS 15392 under the ISI Mark Scheme with effect from 13 February 2020, pursuant to the Aluminium Foil (Quality Control) Order, 2020; import is permitted only from manufacturers holding a current BIS CM/L licence.
Is NFMIMS registration required separately from BIS QCO compliance?
Yes. Non-Ferrous Metals Import Monitoring System registration under Annexure-II (aluminium) is administered by the Directorate General of Foreign Trade and is independent of the BIS QCO obligation. Fee ₹500, validity 75 days, apply no earlier than 60 days before arrival.
Does the BIS QCO apply to backed or coated aluminium foil in addition to plain foil?
Yes. IS 15392 covers aluminium foil in plain, embossed, perforated, coated, printed, and backed forms; the CM/L licence must specifically enumerate the surface-finish and alloy designation of the imported product to be valid for that variant.
Does a single CM/L licence cover all foil thicknesses and alloy designations from the same manufacturer?
No. The CM/L is scope-specific by alloy designation, thickness tolerance band, surface-finish type, and manufacturing facility; foil variants or production plants outside the licensed scope are not covered and will be detained at customs.
