Rolled aluminium foil not further worked, under 0.2 mm thickness

HSN 7607 11 90 (rolled aluminium foil, not further worked) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 15392 is mandatory under the ISI Mark Scheme with effect from 13 February 2020 under the Aluminium Foil (Quality Control) Order, 2020; aluminium and aluminium alloy foil for pharmaceutical packaging must additionally conform to IS 16011:2012 with effect from 01 October 2025 under the Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025. Non-Ferrous Metals Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

   Verify the foreign manufacturer's Bureau of Indian Standards CM/L licence number against IS 15392 on the BIS online register before placing the purchase order. For pharmaceutical-packaging foil, also confirm a current CM/L against IS 16011:2012 from the same or a separately licensed facility.

   Ensure every roll of foil bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product or its primary packaging in a manner traceable to the licensed batch.

   Register the consignment on the Non-Ferrous Metals Import Monitoring System portal under Annexure-II (aluminium) not earlier than 60 days before the expected arrival date, paying ₹500 registration fee. The automatic registration number remains valid for 75 days and must be within validity on the date of arrival.

   Quote the supplier's BIS CM/L number and the NFMIMS registration number on the bill of entry. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or scope-mismatched CM/L triggers consignment detention, demurrage, and potential re-export or confiscation.

   If importing foil for pharmaceutical packaging after 01 October 2025, confirm that the IS 16011:2012 CM/L covers the specific alloy grade, temper, and thickness range of the consignment. Micro enterprises have an effective date of 01 April 2026 and small enterprises 01 January 2026 — document the enterprise classification to assert any deferred-obligation carve-out.
