Ordinarily used for tea chest lining
Aluminium foil rolled but not further worked, for tea chest lining
HSN 7607 11 10 (aluminium foil ordinarily used for tea chest lining, rolled but not further worked, not exceeding 0.2 mm) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 15392 is mandatory under the ISI Mark Scheme with effect from 13 February 2020, by virtue of the Aluminium Foil (Quality Control) Order, 2020. Non-Ferrous Metals Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 15392. Verify the supplier's CM/L number, licensed product scope, and licensed manufacturing facility on the BIS online register before placing the purchase order.Aluminium Foil (Quality Control) Order, 2020 · S.O. 687(E) dated 13-02-2020 · Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018
- 2Ensure each consignment lot bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product or its immediate packaging, not only on outer cartons.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Aluminium Foil (Quality Control) Order, 2020 · S.O. 687(E) dated 13-02-2020
- 3Register the consignment on the Non-Ferrous Metals Import Monitoring System portal under Annexure-II (aluminium) before the expected date of arrival. Registration fee is ₹500; the automatic registration number is valid for 75 days and may be applied for no earlier than 60 days before expected arrival.DGFT Notification 61/2015-2020 dated 31-03-2021 · S.O. 3759(E) · DGFT Notification 26/2016-20 dated 10-08-2022
- 4Quote the supplier's BIS CM/L number and the NFMIMS registration number on the bill of entry. Customs verifies the CM/L in real time against the BIS register and the NFMIMS registration against the DGFT portal; either being absent, expired, or scope-mismatched triggers consignment detention.Aluminium Foil (Quality Control) Order, 2020 · S.O. 687(E) · BIS Act, 2016 · Customs Act, 1962
- 5Review the Ministry of Mines clarification on NFMIMS scope for any category-specific applicability. Refer the DGFT policy circular for operational guidance on Annexure-II coverage before finalising the import documentation.DGFT Policy Circular 42/2015-2020 dated 27-07-2022
The single most common error on this tariff line is treating the NFMIMS registration as the primary compliance obligation while overlooking the BIS QCO. NFMIMS is a customs-clearance overlay; the statutory hook that triggers seizure at port is the import of aluminium foil from a manufacturer without a current CM/L licence against IS 15392. An importer presenting a valid NFMIMS registration number but sourcing from an unlicensed or scope-mismatched CM/L holder faces detention and potential confiscation under the BIS Act, 2016, regardless of the NFMIMS status.
