If the importing entity qualifies as a micro enterprise under the Micro, Small and Medium Enterprises Development Act, 2006, the BIS QCO effective date is 01 April 2026; small enterprises effective date is 01 January 2026.

No. The CM/L is IS-specific, alloy-specific, and facility-specific; variants governed by a different Indian Standard, a different alloy designation, or manufactured at an unlicensed plant are not covered and require a separate CM/L.
