Aluminium wire for general engineering and electrical purposes
HSN 7605 19 99 (aluminium wire, other) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 739:1992 (wrought aluminium and aluminium alloy wire for general engineering purposes) and IS 2067:1975 (wrought aluminium wire for electrical purposes) is mandatory under the ISI Mark Scheme with effect from 01 October 2025, under the Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025. Staggered enforcement applies: the effective date for small enterprises is 01 January 2026, and for micro enterprises is 01 April 2026.
- 1Verify the foreign supplier holds a current Bureau of Indian Standards CM/L licence against IS 739:1992 for general-engineering wire or IS 2067:1975 for electrical-purpose wire, as applicable. Confirm on the BIS online register that the licensed scope covers the specific alloy grade, cross-sectional dimension, and manufacturing facility before placing the purchase order.Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025 · S.O. 2021(E) dated 05-05-2025
- 2Ensure every imported wire consignment is sourced from a CM/L-licensed manufacturer and bears the ISI mark, the CM/L number, and a batch identifier traceable to the licensed facility. Marking must appear on the product or its tag; packaging-only marking does not satisfy the requirement.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025
- 3Confirm the applicable IS standard against the intended end-use: IS 739:1992 governs wrought aluminium and aluminium alloy wire for general engineering purposes; IS 2067:1975 governs wrought aluminium wire for electrical purposes. A CM/L issued under one standard does not cover wire supplied for the other purpose.IS 739:1992; IS 2067:1975 · S.O. 2021(E) dated 05-05-2025
- 4Quote the supplier's BIS CM/L number on the bill of entry. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or scope-mismatched CM/L triggers consignment detention, demurrage, and potential re-export or confiscation.Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025 · BIS Act, 2016 · Customs Act, 1962
- 5If the importer or supplier qualifies as a micro or small enterprise under the Micro, Small and Medium Enterprises Development Act, 2006, document the MSMED classification. The mandatory enforcement date shifts to 01 January 2026 for small enterprises and 01 April 2026 for micro enterprises; the exemption applies to the enterprise's classification status, not to the product.Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025 · S.O. 2021(E) dated 05-05-2025; para 2 exemptions · Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006)
The most common error on this tariff line is treating the two applicable Indian Standards as interchangeable. IS 739:1992 and IS 2067:1975 are end-use-specific — a CM/L issued for general-engineering wire does not authorise sale or import of electrical-purpose wire, and vice versa. Importers who mix end-use designations in a single consignment without separate CM/L coverage for each product type face detention at port and a mandatory re-export or confiscation order, with no cure available post-arrival.
