Aluminium bars, rods and profiles other than alloy (wrought)
HSN 7604 29 90 (aluminium bars, rods and profiles — other) is covered by a Bureau of Indian Standards Quality Control Order under the Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025. Conformity to IS 733, IS 5484, IS 5082, or IS 1285 — as applicable to the specific product form — is mandatory under the ISI Mark Scheme with effect from 01 October 2025. Non-Ferrous Metals Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Identify which Indian Standard governs the specific product form being imported: IS 5484:1997 for EC-grade aluminium rod by continuous casting and rolling; IS 733:1983 for wrought aluminium and aluminium alloy bars, rods and sections for general engineering; IS 5082:1998 for wrought aluminium and aluminium alloy bars, rods, tubes and sections for electrical appliances; IS 1285:2002 for extruded round tube and hollow section for general engineering.Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025 · S.O. 2682(E) dated 16-06-2025
- 2Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the applicable Indian Standard. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility address on the BIS online register before placing the purchase order.Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · S.O. 2682(E) dated 16-06-2025
- 3Ensure every bar, rod, or profile in the consignment bears the ISI mark and the supplier's CM/L number. Marking must appear on the product itself; marking only on packaging does not satisfy the requirement.Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025
- 4Register the consignment on the Non-Ferrous Metals Import Monitoring System portal under Annexure-II (aluminium) before arrival. Fee ₹500, registration valid for 75 days; apply no earlier than 60 days before the expected date of arrival. The minimum advance registration window of 5 days has been abolished.DGFT Notification 61/2015-2020 dated 31-03-2021 · DGFT Notification 26/2016-20 dated 10-08-2022 · S.O. 3759(E)
- 5Quote the supplier's BIS CM/L number and the NFMIMS registration number on the bill of entry. If the importing entity qualifies as a micro enterprise under the Micro, Small and Medium Enterprises Development Act, 2006, confirm the applicable deferred enforcement date (01-04-2026 for micro enterprises, 01-01-2026 for small enterprises) and document the exemption basis per para 2 of S.O. 2021(E).S.O. 2021(E) dated 05-05-2025 · DGFT Policy Circular 42/2015-2020 dated 27-07-2022
The most consequential error on this tariff line is treating the four applicable Indian Standards as interchangeable and sourcing a CM/L licence against whichever standard is easiest to obtain. Each standard is product-form-specific — a CM/L against IS 733 does not cover EC-grade rod under IS 5484, and a licence for electrical-appliance sections under IS 5082 does not cover hollow sections under IS 1285. Customs verifies the licensed product scope against the declared goods description at port; a scope mismatch triggers detention regardless of whether the supplier otherwise holds a valid ISI CM/L.
