    Verify the foreign manufacturer's BIS CM/L licence number against the applicable IS standard on the BIS online register before placing the purchase order. Confirm the licensed product scope covers the specific alloy, grade, and manufacturing facility for the consignment.

    Ensure every bar and rod in the consignment bears the ISI mark and the supplier's CM/L number, traceable to the licensed manufacturing facility. Marking must appear on the product itself; packaging-only marking does not satisfy the statutory requirement.

    Register the consignment on the Non-Ferrous Metal Import Monitoring System portal before the arrival of the consignment, no earlier than 60 days before the expected arrival date. Registration fee is ₹500 and the automatic registration number remains valid for 75 days.

    Quote both the supplier's BIS CM/L number and the NFMIMS registration number on the bill of entry. If the consignment qualifies for an exemption, document the basis with reference to paragraph 2 of the QCO exemption notification. Micro enterprises receive a deferred effective date of 01 April 2026; small enterprises are subject from 01 January 2026.

A word of counsel

The single most common error on this tariff line is sourcing against a single IS standard when the consignment contains mixed-grade or mixed-use aluminium bars — for instance, combining EC grade rod (IS 5484:1997) with general engineering sections (IS 733:1983) under one purchase order. Each product variant must be covered by a CM/L licence specific to its applicable IS standard and alloy; a licence against IS 5484:1997 does not authorise the ISI mark on general engineering bar covered by IS 733:1983, and customs verifies standard-to-product mapping at the line-item level.

No. A CM/L licence is standard-specific and scope-specific by alloy grade and manufacturing facility; bars or rods supplied under a standard or from a facility not covered by the licence do not bear a valid ISI mark and are subject to detention at port.
