Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 5082:1998 (wrought aluminium and alloy bars, rods, tubes and sections for electrical appliances) or IS 1285:2002 (extruded round tube and hollow sections for general engineering) as applicable. Verify the CM/L number, product scope, and licensed facility on the BIS online register before placing the purchase order.
Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025 · S.O. 2021(E) dated 05-05-2025 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
  2. 2
Ensure every hollow profile bears the ISI mark and the supplier's CM/L number in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself and not on outer packaging alone.
    Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 2021(E) dated 05-05-2025
  3. 3
Register the consignment on the Non-Ferrous Metal Import Monitoring System portal (Annexure-II, aluminium) before arrival. Apply no earlier than 60 days before expected arrival; fee ₹500; registration valid 75 days. The minimum 5-day advance registration requirement has been abolished.
    DGFT Notification 61/2015-2020 dated 31-03-2021 · S.O. 3759(E) · DGFT Notification 26/2016-20 dated 10-08-2022
  4. 4
Quote the supplier's BIS CM/L number and the NFMIMS automatic registration number on the bill of entry. Customs verifies the CM/L in real time against the BIS register and the NFMIMS registration against the DGFT portal; either being absent, expired, or scope-mismatched triggers consignment detention.

  5. 5
If the importer is a micro enterprise or small enterprise as defined under the Micro, Small and Medium Enterprises Development Act, 2006, note that deferred effective dates apply: 01 April 2026 for micro enterprises and 01 January 2026 for small enterprises. Document the Udyam registration to support any exemption claim at customs.

A word of counsel

The most common error on this tariff line is applying only IS 1285:2002 (general engineering hollow sections) without checking whether the specific hollow profiles being imported are destined for electrical appliances — a use-case that mandates IS 5082:1998 instead. The two standards are not interchangeable: a CM/L licensed only against IS 1285:2002 does not cover profiles within IS 5082:1998 scope, and customs will detain a consignment where the licensed standard does not match the declared end-use. Confirm the correct applicable standard in writing with the supplier before the purchase order.

Frequently asked
Does HSN 7604 21 00 require BIS certification?
Yes. Conformity to IS 5082:1998 or IS 1285:2002 (as applicable to the product variant) is mandatory under the ISI Mark Scheme from 01 October 2025, by virtue of the Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025 notified under S.O. 2021(E).
Is NFMIMS registration required separately from BIS QCO compliance?
Yes. Non-Ferrous Metal Import Monitoring System registration under Annexure-II (aluminium) is administered by the Directorate General of Foreign Trade and is independent of the BIS QCO obligation; fee ₹500, validity 75 days from issue.
Do deferred effective dates apply for smaller importers?
Yes. For micro enterprises the effective date is 01 April 2026 and for small enterprises it is 01 January 2026, as defined under the Micro, Small and Medium Enterprises Development Act, 2006; Udyam registration is required to substantiate an exemption claim at port.
Does a single CM/L licence cover both IS 5082:1998 and IS 1285:2002 product variants?
No. A CM/L licence is standard-specific and scope-specific; a licence against IS 1285:2002 does not authorise supply of profiles falling within IS 5082:1998, and the licensed facility and product range must match the consignment being imported.
