Bars, rods and profiles of unalloyed aluminium (extruded sections, wire rods)
HSN 7604 10 39 (bars, rods and profiles of unalloyed aluminium) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17682, IS 5082:1998, or IS 1285:2002 is mandatory under the ISI Mark Scheme with effect from 01 October 2025 under the Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025. Non-Ferrous Metals Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Identify the applicable Indian Standard for the specific product being imported: IS 17682 for aluminium composite panels, IS 5082:1998 for wrought aluminium bars, rods, tubes, sections, plates and sheets for electrical appliances, or IS 1285:2002 for extruded round tube and hollow sections for general engineering. Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the matching standard.Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025 · S.O. 2021(E) dated 05-05-2025
- 2Verify the supplier's BIS CM/L licence number, licensed product scope, and manufacturing facility address on the BIS online register before placing the purchase order. Confirm the licence covers the specific alloy grade, dimensional range, and facility in the consignment.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 2021(E) dated 05-05-2025
- 3Ensure each bar, rod, or profile bears the ISI mark and the supplier's CM/L number as required under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself and be traceable to the licensed manufacturing facility.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025
- 4Register the consignment on the Non-Ferrous Metals Import Monitoring System portal before the consignment's arrival, no earlier than 60 days before the expected date of arrival. Fee ₹500, registration valid for 75 days; the registration must remain within validity on the date of arrival.DGFT Notification 61/2015-2020 dated 31-03-2021 · S.O. 3759(E) · DGFT Notification 26/2016-20 dated 10-08-2022
- 5Quote the supplier's BIS CM/L number and the NFMIMS registration number on the bill of entry. Customs verifies each against the BIS register and DGFT portal respectively; either absent, expired, or scope-mismatched triggers consignment detention.Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025 · BIS Act, 2016 · Customs Act, 1962 · DGFT Policy Circular 42/2015-2020 dated 27-07-2022
The most common error on this tariff line is importing against a single CM/L licence without verifying that the licence scope precisely matches the product's end-use standard — IS 17682, IS 5082:1998, and IS 1285:2002 each cover a distinct product application within the same HSN, and a CM/L held against one standard does not authorise import of products governed by another. A consignment of extruded hollow sections licensed under IS 1285:2002 presented as electrical-appliance sections under IS 5082:1998 constitutes a scope mismatch that customs treats as an unmarked import, triggering detention. Verify the standard-to-application mapping with the supplier in writing before the purchase order, not at the port.
