BIS QCO APPLICABLE · ISI MARK SCHEME · IS 5484 · NIMS OVERLAY

HSN 7604 10 10 (unalloyed aluminium wire rods) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 5484:1997, IS 733:1983, or IS 5082:1998 — as applicable to the product grade — is mandatory under the ISI Mark Scheme with effect from 01 October 2025, pursuant to the Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025. Non-Ferrous Metals Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

Compliance steps
  1. 1
Identify the applicable Indian Standard for the product grade before sourcing: IS 5484:1997 for EC-grade aluminium rod produced by continuous casting and rolling; IS 733:1983 for wrought aluminium and aluminium alloy bars, rods, and sections for general engineering; IS 5082:1998 for bars, rods, tubes, sections, plates, and sheets for electrical appliances. Verify the supplier holds a current BIS CM/L licence against the correct standard on the BIS online register.

  2. 2
Ensure every wire rod bears the ISI mark and the supplier's CM/L licence number per Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; packaging-only marking does not satisfy the QCO requirement.
    Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · S.O. 2682(E) dated 16-06-2025
  3. 3
Register the consignment on the Non-Ferrous Metals Import Monitoring System portal under Annexure-II (aluminium) before arrival, not earlier than 60 days before the expected date of arrival. Fee ₹500; the automatic registration number is valid for 75 days. The minimum 5-day advance requirement has been abolished.

  4. 4
Quote the supplier's BIS CM/L number (referencing the IS applicable to the specific product grade) and the NFMIMS registration number on the bill of entry. Customs verifies both in real time; a lapsed, scope-mismatched, or absent CM/L triggers consignment detention.
    BIS Act, 2016 · Customs Act, 1962 · S.O. 2682(E) dated 16-06-2025
  5. 5
If the importer qualifies as a micro enterprise under the Micro, Small and Medium Enterprises Development Act, 2006, the effective QCO compliance date is 01 April 2026; for small enterprises it is 01 January 2026. Document the Udyam registration proving micro or small enterprise status and retain it for customs examination.

A word of counsel

The single most common error on this tariff line is treating the three applicable Indian Standards as interchangeable: EC-grade rod for electrical conductors must be certified against IS 5484:1997, not the general-engineering standard IS 733:1983. Customs and BIS inspectors verify that the supplier's CM/L licence cites the exact IS matching the declared product grade; a mismatch — even where the foreign manufacturer holds a valid CM/L against a different IS in the same QCO schedule — results in detention and potential re-export of the entire consignment.

Frequently asked
Does HSN 7604 10 10 require BIS certification?
Yes. Unalloyed aluminium wire rods require ISI mark certification under the Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025; the applicable standard is IS 5484:1997, IS 733:1983, or IS 5082:1998 depending on product grade, with effect from 01 October 2025.
Is Non-Ferrous Metals Import Monitoring System registration required separately from BIS QCO compliance?
Yes. NFMIMS registration under Annexure-II (aluminium) is administered by the Directorate General of Foreign Trade and is independent of the BIS ISI Mark Scheme obligation. Fee ₹500, validity 75 days; apply up to 60 days before expected arrival.
Do micro and small enterprises face the same enforcement date of 01 October 2025?
No. Per S.O. 2021(E) dated 05-05-2025, the effective date for micro enterprises is 01 April 2026 and for small enterprises is 01 January 2026; the 01 October 2025 date applies to all other importers.
Does one CM/L licence cover all three Indian Standards applicable to this HSN?
No. A CM/L licence is standard-specific and facility-specific; a licence granted against IS 5484:1997 does not authorise import of product required to conform to IS 733:1983 or IS 5082:1998, and the licensed manufacturing facility scope must also match.
