Wire rods
Unalloyed aluminium wire rods (EC grade, continuous cast)
HSN 7604 10 10 (unalloyed aluminium wire rods) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 5484:1997, IS 733:1983, or IS 5082:1998 — as applicable to the product grade — is mandatory under the ISI Mark Scheme with effect from 01 October 2025, pursuant to the Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025. Non-Ferrous Metals Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Identify the applicable Indian Standard for the product grade before sourcing: IS 5484:1997 for EC-grade aluminium rod produced by continuous casting and rolling; IS 733:1983 for wrought aluminium and aluminium alloy bars, rods, and sections for general engineering; IS 5082:1998 for bars, rods, tubes, sections, plates, and sheets for electrical appliances. Verify the supplier holds a current BIS CM/L licence against the correct standard on the BIS online register.Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025 · S.O. 2682(E) dated 16-06-2025 · IS 5484:1997 · IS 733:1983 · IS 5082:1998
- 2Ensure every wire rod bears the ISI mark and the supplier's CM/L licence number per Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; packaging-only marking does not satisfy the QCO requirement.Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · S.O. 2682(E) dated 16-06-2025
- 3Register the consignment on the Non-Ferrous Metals Import Monitoring System portal under Annexure-II (aluminium) before arrival, not earlier than 60 days before the expected date of arrival. Fee ₹500; the automatic registration number is valid for 75 days. The minimum 5-day advance requirement has been abolished.DGFT Notification 61/2015-2020 dated 31-03-2021 · S.O. 3759(E) · DGFT Notification 26/2016-20 dated 10-08-2022
- 4Quote the supplier's BIS CM/L number (referencing the IS applicable to the specific product grade) and the NFMIMS registration number on the bill of entry. Customs verifies both in real time; a lapsed, scope-mismatched, or absent CM/L triggers consignment detention.BIS Act, 2016 · Customs Act, 1962 · S.O. 2682(E) dated 16-06-2025
- 5If the importer qualifies as a micro enterprise under the Micro, Small and Medium Enterprises Development Act, 2006, the effective QCO compliance date is 01 April 2026; for small enterprises it is 01 January 2026. Document the Udyam registration proving micro or small enterprise status and retain it for customs examination.S.O. 2021(E) dated 05-05-2025 — exemptions para 2 · Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025
The single most common error on this tariff line is treating the three applicable Indian Standards as interchangeable: EC-grade rod for electrical conductors must be certified against IS 5484:1997, not the general-engineering standard IS 733:1983. Customs and BIS inspectors verify that the supplier's CM/L licence cites the exact IS matching the declared product grade; a mismatch — even where the foreign manufacturer holds a valid CM/L against a different IS in the same QCO schedule — results in detention and potential re-export of the entire consignment.
