    Route the consignment exclusively through a specified port or location notified under Para 2.54 of the Handbook of Procedures and Para 2.55 of the Foreign Trade Policy.     Confirm compliance with Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 and submit valid Forms 2, 6, 7 and 9 as required under Schedules III, VI and VIII. Aluminium waste imports are subject to Para 8(b) of the General Notes Regarding Import Policy of ITC (HS) and failure to produce the prescribed forms constitutes an independent breach under those Rules.

The PSIC origin-country exemption is the most frequently misread provision on this tariff line: importers shipping from a 'safe country or region' through a specified port may be exempt from the PSIC requirement under Para 2.54, but the safe-country exemption does not suspend the Hazardous Waste Rules compliance, the radioactive-contamination SOP, or the mandatory e-Sanchit upload obligation. For un-shredded scrap (HMS-I and HMS-II), the separate procedure under DGFT Public Notice 38/2015-20 dated 06-10-2016 and its corrigendum Public Notice 40/2015-20 dated 25-10-2016 applies and must be read alongside Para 2.54.
