HSN 7602 00 10 (Aluminium scrap) is subject to compulsory registration under the Non-Ferrous Metals Import Monitoring System (NFMIMS) administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 61/2015-2020 dated 31-03-2021. A Pre-Shipment Inspection Certificate (PSIC) generated through the DGFT online portal is mandated for both shredded and non-shredded scrap, except where imported from safe countries through specified ports. Clearance is restricted to specified ports and locations, and compliance with the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 applies as a concurrent regulatory overlay.

- 3Ensure compliance with Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016, and submit valid Forms 2, 6, 7 and 9 as applicable. Review Schedules III, VI and VIII for the applicable description, conditions, and documents. The most prevalent error on this tariff line is assuming the PSIC exemption for safe-country origins removes all pre-clearance obligations: NFMIMS registration remains compulsory regardless of origin or port, and radioactive-contamination checking under the SOP annexed to DGFT Public Notice 37/2015-20 applies to all consignments subject to random selection. For un-shredded scrap (HMS-I and HMS-II), the additional procedural requirements under DGFT Public Notice 38/2015-2020 and its Corrigendum 40/2015-2020 govern the import separately from shredded scrap, and conflating the two categories at the bill-of-entry stage invites out-of-charge refusal.
