Aluminium alloy ingots for industrial and engineering use
HSN 7601 20 10 (aluminium alloy ingots) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 7902, IS 734:1975, or IS 21:1992 — according to end-use specification — is mandatory under the ISI Mark Scheme with effect from 01 October 2025, under the Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025. Non-Ferrous Metals Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Identify the applicable Indian Standard before placing the purchase order: IS 7902:2001 for aerospace-grade alloy 24343 forging stock and forgings; IS 734:1975 for wrought aluminium and aluminium-alloy forging stock and forgings for general engineering; IS 21:1992 for wrought aluminium and aluminium alloys for utensil manufacture. Source only from a Bureau of Indian Standards CM/L-licensed manufacturer whose licence scope covers the specific alloy, grade, and facility.Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025 · S.O. 2021(E) dated 05-05-2025
- 2Verify the supplier's BIS CM/L number on the BIS online register, confirming it covers the specific IS number, alloy specification, product form, and manufacturing facility address. The licence must be current on the date of the shipping bill.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 2021(E) dated 05-05-2025
- 3Ensure every ingot in the consignment bears the ISI mark and the supplier's CM/L number. Marking must appear on the product or on an attached label traceable to the batch; marking on the outer packaging alone does not satisfy the BIS marking requirement.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025
- 4Register the consignment on the Non-Ferrous Metals Import Monitoring System portal under Annexure-II (aluminium) before the consignment arrives. Apply no earlier than 60 days before the expected arrival date; the registration fee is ₹500 and the automatic registration number is valid for 75 days.DGFT Notification 61/2015-2020 dated 31-03-2021 · DGFT Notification 26/2016-20 dated 10-08-2022 · S.O. 3759(E)
- 5Quote both the supplier's BIS CM/L number and the NFMIMS registration number on the bill of entry. If the importer is a micro enterprise as defined under the Micro, Small and Medium Enterprises Development Act, 2006, the BIS QCO effective date is 01 April 2026; for small enterprises it is 01 January 2026. Document the applicable MSME classification to invoke the deferred effective date.S.O. 2021(E) dated 05-05-2025 · Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006)
The most common error on this tariff line is treating IS 7902, IS 734:1975, and IS 21:1992 as interchangeable when they govern mutually exclusive product applications — aerospace forging alloy, general-engineering forgings, and utensil stock respectively. A CM/L licence issued against IS 734:1975 does not cover aerospace-grade alloy 24343 ingots, and customs will detain a consignment where the declared IS number on the bill of entry does not match the licensed IS on the BIS register for that specific alloy and product form. Confirm the applicable IS in the purchase order, not after the goods are at port.
