Unwrought aluminium, not alloyed (aluminium forging stock, aerospace forgings)
HSN 7601 10 90 (unwrought aluminium, not alloyed) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 7902:2001 is mandatory under the ISI Mark Scheme with effect from 1 October 2025, by virtue of the Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025. Micro enterprises have a deferred effective date of 1 April 2026 and small enterprises of 1 January 2026.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 7902:2001 for aluminium alloy forging stock and forgings. Verify the supplier's CM/L number, licensed product scope (including alloy designation and facility), on the BIS online register before placing the purchase order.Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025 · S.O. 2021(E) dated 05-05-2025
- 2Ensure each consignment of forging stock or forgings bears the ISI mark and the supplier's CM/L number under licence per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product or its primary identification tag, not solely on outer packaging.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 2021(E) dated 05-05-2025
- 3Confirm the effective date applicable to your enterprise classification before shipment. The QCO obligation is effective 01 October 2025 for large enterprises, 01 January 2026 for small enterprises, and 01 April 2026 for micro enterprises as defined under the Micro, Small and Medium Enterprises Development Act, 2006.S.O. 2021(E) dated 05-05-2025 · Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006)
- 4Quote the supplier's BIS CM/L number on the bill of entry. Customs verifies the CM/L against the BIS register in real time; an absent, expired, or scope-mismatched licence triggers consignment detention, demurrage, and ground rent pending regularisation or re-export.Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025 · BIS Act, 2016 · Customs Act, 1962
- 5If the consignment may qualify for an exemption, refer to paragraph 2 of the Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025. Document the exemption basis in writing and retain it with the import file prior to filing the bill of entry.S.O. 2021(E) dated 05-05-2025 · para 2 of the Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025
The most common error on this tariff line is assuming that enterprise-size deferral removes the BIS QCO obligation entirely rather than merely postponing its commencement date. A micro or small enterprise that imports after its applicable effective date without a CM/L-licensed supplier faces detention and potential confiscation on the same footing as any large importer; the deferral is a calendar concession, not a scope carve-out. Verify both your enterprise classification under the Micro, Small and Medium Enterprises Development Act, 2006 and the supplier's CM/L status well in advance of each shipment date.
