Copper alloy articles electro-plated with nickel-silver
HSN 7419 80 20 (Articles of copper alloys electro-plated with nickel-silver) is subject to compulsory advance registration under the Non-Ferrous Metals Import Monitoring System (NIMS) administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 61/2015-2020 dated 31-03-2021. The importer must obtain an automatic registration number before consignment arrival by paying a registration fee of ₹500. A Tariff Rate Quota overlay under the revised India-Nepal Treaty applies to copper products under Chapter 74 for designated financial years.
- NFMIMS registration number from DGFT
- TRQ allocation certificate from DGFT
- Import declaration from CBIC
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Apply for NFMIMS registration online no earlier than 60 days before the expected date of arrival and obtain the automatic registration number before the consignment arrives. The registration fee is ₹500 and the number remains valid for 75 days; the minimum advance-registration window has been reduced to zero days per S.O. 3759(E).DGFT Notification 61/2015-2020 dated 31-03-2021 · DGFT Notification 26/2016-20 dated 10-08-2022 · S.O. 3759(E)
- 2Review DGFT Policy Circular 42/2015-2020 dated 27-07-2022 for Ministry of Mines clarifications on NFMIMS scope, and ensure that the copper-alloy articles being imported fall within Annexure-I (copper) of the NFMIMS schedule before filing the bill of entry.DGFT Policy Circular 42/2015-2020 dated 27-07-2022
- 3Where imports originate from Nepal, confirm TRQ allocation under the revised India-Nepal Treaty. DGFT is the designated authority for allocation and monitoring of the 10,000 MT copper-products TRQ (Chapter 74 and CTH 8544) under Para 2.92 of the Handbook of Procedures 2023; compliance with all conditions in DGFT Public Notice 17/2023 dated 22-06-2023 paragraphs (i) to (xv) is mandatory.DGFT Public Notice 17/2023 dated 22-06-2023 · Para 2.92 of the Handbook of Procedures, 2023
The most common error on this tariff line is filing the bill of entry before the NFMIMS registration number has been obtained, on the assumption that the zero-day advance-registration window permits same-day compliance. The automatic number must exist in the NFMIMS system prior to out-of-charge; an absent or expired number (valid for only 75 days) causes detention at customs even when all other documentation is complete. Importers sourcing via Nepal should separately verify TRQ headroom before placing orders, as TRQ exhaustion renders the consignment liable to standard duties and DGFT-policy enforcement regardless of NFMIMS registration.
