Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Apply for NFMIMS registration through the DGFT online portal before the arrival of the consignment, submitting advance information as prescribed in Annexure-I (copper). - 2If the consignment originates from Nepal under the revised India-Nepal Treaty, confirm that a Tariff Rate Quota (TRQ) allocation has been obtained from DGFT as the designated authority for copper products under Chapter 74 and CTH 8544. Allocation and monitoring for FY 2023-24 onwards is governed under Para 2.92 of the Handbook of Procedures, 2023.DGFT Public Notice 17/2023 dated 22-06-2023 (Para i to xv) · Para 2.92 of HBP 2023
- 3Verify the Ministry of Mines clarification on NFMIMS scope and ensure the copper parts of sanitary ware are captured under the correct Annexure-I category. Non-registration or registration after consignment arrival renders the import non-compliant and liable to detention at customs.DGFT Policy Circular 42/2015-2020 dated 27-07-2022
The most frequent error on this tariff line is assuming that NFMIMS registration can be obtained concurrently with or after the bill of entry — it cannot. Registration must precede arrival; the automatic number granted has a 75-day validity window tied to the expected date of arrival declared at registration, and a mismatch between the declared arrival date and the actual vessel schedule can render the registration number stale, triggering detention and demurrage until fresh registration is obtained.
