HSN 7418 10 21 (Of brass) is subject to Directorate General of Foreign Trade (DGFT) Tariff Rate Quota (TRQ) allocation and monitoring under DGFT Public Notice 17/2023 dated 22-06-2023 and Para 2.92 of the Handbook of Procedures, 2023. DGFT is the designated authority for allocation and monitoring of the 10,000 MT TRQ for copper products under Chapter 74 for imports originating under the revised India-Nepal Treaty.

The most common error on this tariff line is importing copper household articles of brass under Chapter 74 via the India-Nepal route without first securing a TRQ allocation from DGFT, then discovering at the bill-of-entry stage that the 10,000 MT annual cap is exhausted or the consignment falls outside an allocated tranche. A TRQ allocation letter must be in hand before the goods are shipped; retrospective allocation is not available, and consignments arriving without a valid allocation face detention and potential re-export under the ITC (HS) Restricted-import regime.
