HSN 7418 10 10 (Pot scourers and scouring or polishing pads, gloves and the like, of copper) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which is the designated authority for allocation and monitoring of Tariff Rate Quota (TRQ) on copper products under Chapter 74. Import volumes for copper products are governed by the revised India-Nepal Treaty TRQ of 10,000 MT for the relevant financial year, administered under Para 2.92 of the Handbook of Procedures, 2023.

The most common error on this tariff line is treating the TRQ allocation as a general licence for copper-article imports rather than a quantity-specific, year-specific entitlement. The 10,000 MT cap covers all eligible copper products across Chapter 74 and CTH 8544 collectively — not each CTH separately — so importers who have not confirmed their remaining TRQ balance before shipment risk consignment detention and retrospective duty liability at the non-TRQ rate upon arrival.
