Copper screws, bolts, nuts, rivets and similar fasteners
HSN 7415 39 90 (Other copper fasteners and similar articles) is subject to a Tariff Rate Quota (TRQ) administered by the Directorate General of Foreign Trade (DGFT) under DGFT Public Notice 17/2023 dated 22-06-2023, which designates DGFT as the authority for allocation and monitoring of 10,000 MT of copper products under Chapter 74 for FY 2023-24. Import above or outside the TRQ allocation is governed by the ITC (HS) policy condition, and compliance with all fifteen sub-paragraphs of the Public Notice is mandatory at the bill-of-entry stage.

The most common error on this tariff line is failing to distinguish between the TRQ window — which is quantity-capped at 10,000 MT for Chapter 74 copper products for the notified financial year — and the general Restricted-import policy applicable outside the TRQ. An importer who ships without a current DGFT allocation letter, or who exceeds the allocated quantity, faces consignment detention and potential confiscation, because the TRQ mechanism under DGFT Public Notice 17/2023 is the exclusive lawful route for copper fasteners under this CTH.
