Rivets (excluding tubular or bifurcated)
Copper rivets, solid and non-tubular varieties
HSN 7415 39 10 (Copper rivets, excluding tubular or bifurcated) is subject to Directorate General of Foreign Trade (DGFT) Tariff Rate Quota (TRQ) allocation and monitoring under DGFT Public Notice 17/2023 dated 22-06-2023, which designates DGFT as the authority for all TRQ items under the revised India-Nepal Treaty of Trade. The TRQ covers 10,000 MT of copper products under Chapter 74 and CTH 8544 for FY 2023-24, administered under Para 2.92 of the Handbook of Procedures, 2023.
- TRQ allocation letter from DGFT
- Import licence from DGFT
- Policy compliance declaration from DGFT
- 1Obtain a TRQ allocation from DGFT before shipment. DGFT is the designated authority for allocation and monitoring of all TRQ items under the revised India-Nepal Treaty of Trade covering Chapter 74 copper products; filing a bill of entry without a valid TRQ allocation will result in consignment detention.DGFT Public Notice 17/2023 dated 22-06-2023, Para (i to xv) · Para 2.92 of the Handbook of Procedures, 2023
- 2Comply with all fifteen conditions enumerated in Para (i) to (xv) of DGFT Public Notice 17/2023 dated 22-06-2023 before filing the bill of entry. Upload the TRQ allocation letter and supporting import documentation in e-Sanchit as required by the DGFT-designated procedure.DGFT Public Notice 17/2023 dated 22-06-2023, Para (i to xv)
The most common error on this tariff line is treating copper rivets as freely importable under Chapter 74 and bypassing the TRQ allocation step. The TRQ of 10,000 MT applies at the Chapter level — covering both Chapter 74 and CTH 8544 — so cumulative imports across the product group exhaust the quota faster than importers anticipate; a consignment arriving after quota exhaustion for the relevant financial year faces refusal of clearance, not merely a duty differential.
