HSN 7415 21 00 (Washers including spring washers, of copper) is subject to a Tariff Rate Quota (TRQ) regime administered by the Directorate General of Foreign Trade (DGFT) as the designated authority for allocation and monitoring under DGFT Public Notice 17/2023 dated 22-06-2023. The TRQ covers 10,000 MT of copper products under Chapters 74 and CTH 8544 for FY 2023-24 under the revised India-Nepal Treaty, with DGFT responsible for allocation and compliance monitoring under Para 2.92 of the Handbook of Procedures (HBP) 2023.

- 1Apply to the Directorate General of Foreign Trade for a TRQ allocation before shipping copper washers under this tariff line. DGFT is the sole designated authority for allocation and monitoring of the 10,000 MT TRQ for copper products under Chapters 74 and CTH 8544 for the relevant financial year under the revised India-Nepal Treaty.DGFT Public Notice 17/2023 dated 22-06-2023, paras (i) to (xv)
- 2Confirm compliance with all 15 procedural conditions under DGFT Public Notice 17/2023, paras (i) to (xv), and with Para 2.92 of the HBP 2023 governing TRQ monitoring. File the bill of entry with the DGFT TRQ allocation document and ensure it is uploaded in e-Sanchit prior to out-of-charge.DGFT Public Notice 17/2023 dated 22-06-2023; Para 2.92 of HBP 2023
The most common error on this tariff line is treating copper washers as freely importable under Chapter 74 without reference to the TRQ regime. The 10,000 MT annual cap under the India-Nepal Treaty TRQ is allocated and monitored by DGFT — not by customs — meaning a consignment that arrives without a valid DGFT TRQ allocation letter has no lawful policy basis for clearance, even if the applicable basic customs duty has been paid, exposing the importer to detention and re-export.
