If the import falls within the India-Nepal Treaty copper products allocation under the tariff rate quota, comply with the DGFT-administered TRQ procedure. Copper products under Chapter 74 and CTH 8544 are subject to DGFT allocation and monitoring as the designated authority.

The single most common error on this tariff line is applying the general copper-fittings framing and missing the phased MSME enforcement calendar embedded in the Water Meters and Accessories QCO 2023. The BIS obligation under IS 2692:1989 took effect from 7 September 2024 for large enterprises, 7 December 2024 for small enterprises, and 7 March 2025 for micro enterprises as defined in clauses (h) and (m) of the MSMED Act, 2006. An importer who classified their enterprise as micro and imported before 7 March 2025 without a CM/L-licensed supplier remains exposed once the grace period elapsed — the QCO does not extend beyond those dates.

Does a single CM/L licence cover all copper alloy fitting types and sizes?

No. A CM/L licence is scope-specific by product type, dimensional range, material specification, and manufacturing facility; fittings outside the licensed scope or produced at an unlicensed plant are not covered and customs will detain the consignment on a scope mismatch.
