HSN 7412 20 90 (fittings of bronze or other alloys of copper) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 2692:1989 is mandatory under the ISI Mark Scheme with effect from 7 September 2024, by virtue of the Water Meters and Accessories Quality Control Order, 2023. Non-Ferrous Metals Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The single most common error on this tariff line is applying the general copper-fittings framing and missing the phased MSME enforcement calendar embedded in the Water Meters and Accessories QCO 2023. The BIS obligation under IS 2692:1989 took effect from 7 September 2024 for large enterprises, 7 December 2024 for small enterprises, and 7 March 2025 for micro enterprises as defined in clauses (h) and (m) of the MSMED Act, 2006. An importer who classified their enterprise as micro and imported before 7 March 2025 without a CM/L-licensed supplier remains exposed once the grace period elapsed — the QCO does not extend beyond those dates.
