Copper alloy tube and pipe fittings (water meter ferrules, accessories)
HSN 7412 20 19 (copper alloy tube and pipe fittings) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 2692:1989 is mandatory under the ISI Mark Scheme with effect from 7 September 2024 under the Water Meters and Accessories QCO 2023. Non-Ferrous Metals Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The most consequential error on this tariff line is relying on the canonical enforcement date of 31 March 2021 — which is the NFMIMS commencement date — rather than the BIS QCO enforcement date of 7 September 2024. Importers who conflate the two dates either over-read the BIS obligation as older-vintage or, more dangerously, overlook that the phased MSME carve-outs expired by 7 March 2025, leaving every supplier — regardless of enterprise size — subject to full CM/L licensing against IS 2692:1989 from that date.
