Copper tubes and pipes of other copper alloys
HSN 7411 29 00 (copper tubes and pipes of other copper alloys) is covered by a Bureau of Indian Standards Quality Control Order under the Copper Products (Quality Control) Order, 2023. Conformity to IS 1545, IS 2501, IS 14810, and IS 10773 is mandatory under the ISI Mark Scheme with effect from 26 April 2024, with staggered enforcement dates for micro and small enterprises. Non-Ferrous Metals Import Monitoring System (NFMIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the applicable Indian Standard: IS 1545:1994 (condenser and heat-exchanger tubes), IS 2501:1995 (general engineering tubes), IS 14810:2000 (plumbing tubes), or IS 10773:1995 (refrigeration and air-conditioning tubes). Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Copper Products (Quality Control) Order, 2023 · S.O. 1801(E) dated 25-04-2024 · IS 1545:1994, IS 2501:1995, IS 14810:2000, IS 10773:1995
- 2Ensure every tube or pipe bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself and not only on the outer packaging or bundle label.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Copper Products (Quality Control) Order, 2023
- 3For wrought copper tubes for refrigeration and air-conditioning purposes (IS 10773:1995), verify compliance with the second proviso in paragraph 2 of the Copper Products (Quality Control) Amendment Order, 2025. This amendment modifies the base order for this product sub-category.Copper Products (Quality Control) Amendment Order, 2025 · S.O. 884(E) dated 19-02-2025
- 4Register the consignment on the Non-Ferrous Metals Import Monitoring System portal before arrival. Fee ₹500, registration valid for 75 days; apply no earlier than 60 days before expected arrival. The minimum 5-day advance-registration requirement has been abolished.DGFT Notification 61/2015-2020 dated 31-03-2021 · DGFT Notification 26/2016-20 dated 10-08-2022 · S.O. 3759(E)
- 5Quote the supplier's BIS CM/L number and the NFMIMS automatic registration number on the bill of entry. If the consignment involves copper products within the India-Nepal TRQ allocation, ensure DGFT authorisation under the revised procedure for 10,000 MT copper products (Chapter 74 and CTH 8544) for the relevant financial year.DGFT Public Notice 17/2023 dated 22-06-2023 · Para 2.92 of the Handbook of Procedures, 2023 · BIS Act, 2016 · Customs Act, 1962
The single most common error on this tariff line is treating all copper tubes as a single homogeneous product for BIS purposes. Four distinct Indian Standards apply under the Copper Products (Quality Control) Order, 2023, each tied to a specific end-use — condensers, general engineering, plumbing, and refrigeration. A CM/L licence against IS 2501:1995 (general engineering) does not cover tubes destined for refrigeration service under IS 10773:1995; a consignment bearing the correct ISI mark but the wrong IS number faces detention at port as non-conforming goods.
