Cupro-nickel and nickel silver copper tubes and pipes
HSN 7411 22 00 (copper tubes and pipes of cupro-nickel or nickel silver alloys) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 1545:1994, IS 2501:1995, IS 14810:2000, and IS 10773:1995 is mandatory under the ISI Mark Scheme with effect from 26 April 2024 under the Copper Products (Quality Control) Order, 2023. Directorate General of Foreign Trade policy controls, including Tariff Rate Quota allocation for copper products, apply as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the applicable IS: IS 1545:1994 (condenser and heat-exchanger tubes), IS 2501:1995 (general engineering tubes), IS 14810:2000 (plumbing tubes), or IS 10773:1995 (refrigeration and air-conditioning tubes). Verify the CM/L number, licensed product scope, and facility address on the BIS online register before placing the purchase order.Copper Products (Quality Control) Order, 2023 · S.O. 1801(E) dated 25-04-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 2Confirm which IS standard governs the specific tube end-use: IS 1545:1994 for condensers and heat exchangers, IS 2501:1995 for general engineering, IS 14810:2000 for plumbing, and IS 10773:1995 for refrigeration and air conditioning. A CM/L licence against the wrong IS does not satisfy the QCO obligation for a different tube application.Copper Products (Quality Control) Order, 2023 · S.O. 1801(E) dated 25-04-2024
- 3Ensure every tube or pipe bears the ISI mark and the supplier's CM/L number in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; packaging-only marking does not satisfy the statutory requirement.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Copper Products (Quality Control) Order, 2023
- 4For wrought copper tubes used in refrigeration and air conditioning (IS 10773:1995), verify the applicable enforcement date for the supplier's enterprise category: 19 October 2024 for enterprises other than small and micro, 19 January 2025 for small enterprises, and 19 April 2025 for micro enterprises. Also check compliance with the second proviso of paragraph 2 of the Copper Products (Quality Control) Amendment Order, 2025.Copper Products (Quality Control) Order, 2023 amended by Copper Products (Quality Control) Amendment Order, 2025 · S.O. 884(E) dated 19-02-2025
- 5Check whether the consignment falls within the 10,000 MT Tariff Rate Quota for copper products under the India-Nepal Treaty allocation. If so, obtain the requisite TRQ allocation reference from the Directorate General of Foreign Trade under paragraph 2.92 of the Handbook of Procedures, 2023 and quote it on the bill of entry.DGFT Public Notice 17/2023 dated 22-06-2023 · Para 2.92 of the Handbook of Procedures, 2023
The most common error on this tariff line is presenting a single CM/L licence without verifying that it matches the declared end-use application of the tubes. IS 1545:1994, IS 2501:1995, IS 14810:2000, and IS 10773:1995 each govern a distinct use-category; a CM/L against IS 2501 (general engineering) does not cover tubes invoiced as refrigeration-grade product falling under IS 10773, and customs has authority to detain the entire consignment on that scope mismatch alone. Confirm end-use-specific standard and licence scope in the supplier's CM/L certificate before the purchase order is placed.
