HSN 7411 21 00 (copper tubes and pipes of copper-zinc base alloys, brass) is covered by a Bureau of Indian Standards Quality Control Order under the Copper Products (Quality Control) Order, 2023. Conformity to IS 1545:1994, IS 2501:1995, IS 14810:2000, and IS 10773:1995 is mandatory under the ISI Mark Scheme, with effect from 26 April 2024 for enterprises other than small and micro enterprises. Non-Ferrous Metals Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The single most common error on this tariff line is treating the four applicable Indian Standards as interchangeable and sourcing from a CM/L-licensed manufacturer without verifying that the licence covers the precise tube application — condenser, general engineering, plumbing, or refrigeration. A CM/L issued against IS 2501:1995 for general engineering tubes does not authorise import of refrigeration tubes requiring IS 10773:1995, and customs will detain the consignment on a scope mismatch even where the supplier is otherwise BIS-licensed. Verify the IS number, tube application, and facility address in the CM/L scope column on the BIS register against the purchase specification before placing the order.
