Compliance steps
  1. 1
Verify the foreign manufacturer's BIS CM/L licence number on the BIS online register against the applicable standard for the product type: IS 1545:1994 (condenser and heat-exchanger tubes), IS 2501:1995 (general engineering tubes), IS 14810:2000 (plumbing tubes), or IS 10773:1995 (refrigeration and air-conditioning tubes). The CM/L scope must cover the specific product type and manufacturing facility.

  2. 2
Ensure every tube or pipe in the consignment bears the ISI mark and the supplier's CM/L number. Marking must appear on the product itself; packaging-only marking does not satisfy the statutory requirement.

  3. 3
Register the consignment on the Non-Ferrous Metals Import Monitoring System portal before arrival, applying no earlier than 60 days before the expected arrival date. Registration fee is ₹500; the automatic registration number is valid for 75 days. The minimum advance-registration requirement of 5 days has been abolished.

  4. 4
If the consignment falls within the India-Nepal Treaty quota for copper products (Chapter 74 and CTH 8544), confirm Tariff Rate Quota allocation by the Directorate General of Foreign Trade under paragraph 2.92 of the Handbook of Procedures, 2023 before the shipment date.
DGFT Public Notice 17/2023 dated 22-06-2023 · Handbook of Procedures, 2023 para 2.92
  5. 5
For wrought copper tubes for refrigeration and air-conditioning purposes under IS 10773:1995, verify compliance with the second proviso in paragraph 2 of the Copper Products (Quality Control) Order, 2024 as amended. Note the phased enterprise-size enforcement dates: enterprises other than small and micro from 19-10-2024, small enterprises from 19-01-2025, and micro enterprises from 19-04-2025.

A word of counsel

The most consequential error on this tariff line is sourcing against a single CM/L licence without confirming that it covers the specific end-use standard for the product type being imported. IS 1545:1994, IS 2501:1995, IS 14810:2000, and IS 10773:1995 are distinct standards with non-overlapping scopes; a CM/L valid for plumbing tubes under IS 14810:2000 does not authorise import of refrigeration tubes under IS 10773:1995, and customs detains a consignment where the declared standard does not match the CM/L scope on the BIS register.

Frequently asked
Does HSN 7411 10 00 require BIS certification?
Yes. Refined copper tubes and pipes require ISI Mark Scheme CM/L certification against the applicable Indian Standard — IS 1545:1994, IS 2501:1995, IS 14810:2000, or IS 10773:1995 — under the Copper Products (Quality Control) Order, 2023, with effect from 26 April 2024.
Is Non-Ferrous Metals Import Monitoring System registration required separately from BIS QCO compliance?
Yes. NFMIMS registration is administered by the Directorate General of Foreign Trade and is independent of the BIS QCO obligation. Fee ₹500, valid for 75 days, apply no earlier than 60 days before the expected arrival date.
Do the phased enforcement dates for enterprise size affect the BIS obligation on refined copper tubes?
Yes, for IS 10773:1995 (refrigeration and air-conditioning tubes): enterprises other than small and micro became subject from 19-10-2024, small enterprises from 19-01-2025, and micro enterprises from 19-04-2025. The IS 1545, IS 2501, and IS 14810 obligations took effect uniformly from 26-04-2024.
Does a single CM/L licence cover all four copper tube standards under this HSN?
No. A CM/L licence is standard-specific and facility-specific; a licence against IS 14810:2000 for plumbing tubes does not cover IS 10773:1995 for refrigeration tubes, and customs will detain a consignment where the standard declared on the bill of entry does not match the CM/L scope.
