Refined copper tubes and pipes (plumbing, refrigeration, heat exchanger, general engineering)

HSN 7411 10 00 (refined copper tubes and pipes) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 1545:1994, IS 2501:1995, IS 14810:2000, and IS 10773:1995 is mandatory under the ISI Mark Scheme with effect from 26 April 2024 under the Copper Products (Quality Control) Order, 2023. Non-Ferrous Metals Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

   Verify the foreign manufacturer's BIS CM/L licence number on the BIS online register against the applicable standard for the product type: IS 1545:1994 (condenser and heat-exchanger tubes), IS 2501:1995 (general engineering tubes), IS 14810:2000 (plumbing tubes), or IS 10773:1995 (refrigeration and air-conditioning tubes). The CM/L scope must cover the specific product type and manufacturing facility.

   Ensure every tube or pipe in the consignment bears the ISI mark and the supplier's CM/L number. Marking must appear on the product itself; packaging-only marking does not satisfy the statutory requirement.

   Register the consignment on the Non-Ferrous Metals Import Monitoring System portal before arrival, applying no earlier than 60 days before the expected arrival date. Registration fee is ₹500; the automatic registration number is valid for 75 days. The minimum advance-registration requirement of 5 days has been abolished.

   If the consignment falls within the India-Nepal Treaty quota for copper products (Chapter 74 and CTH 8544), confirm Tariff Rate Quota allocation by the Directorate General of Foreign Trade under paragraph 2.92 of the Handbook of Procedures, 2023 before the shipment date.

   For wrought copper tubes for refrigeration and air-conditioning purposes under IS 10773:1995, verify compliance with the second proviso in paragraph 2 of the Copper Products (Quality Control) Order, 2024 as amended. Note the phased enterprise-size enforcement dates: enterprises other than small and micro from 19-10-2024, small enterprises from 19-01-2025, and micro enterprises from 19-04-2025.
