Copper plates, sheets and strip of refined copper (non-coil)
HSN 7409 19 00 (copper plates, sheets and strip of refined copper, other than in coils) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 1897:2008 is mandatory under the ISI Mark Scheme by virtue of the Copper Products (Quality Control) Order, 2023, with phased enforcement commencing 26 April 2024. Non-Ferrous Metals Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The most common error on this tariff line is overlooking the phased enforcement calendar and importing from a manufacturer whose enterprise category has crossed its mandatory compliance date while the CM/L has not yet been obtained. A supplier that qualifies as a non-small, non-micro enterprise was required to be CM/L-licensed from 19 October 2024; an importer relying on a pre-enforcement shipment justification after that date risks consignment detention and monetary penalty regardless of the NFMIMS registration status. Verify the supplier's enterprise classification and CM/L validity simultaneously, not sequentially.
