HSN 7408 21 90 (brass copper wire, other) is subject to compulsory advance registration under the Non-Ferrous Metals Import Monitoring System (NIMS) administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 61/2015-2020 dated 31-03-2021. Importers must obtain an automatic registration number before consignment arrival by submitting advance information online and paying a registration fee of ₹500. A Tariff Rate Quota allocation under the revised India-Nepal Treaty applies to copper products under Chapter 74 for designated quantities, monitored by DGFT under DGFT Public Notice 17/2023.
- NFMIMS registration number from DGFT
- TRQ allocation certificate from DGFT

- 3If importing copper products under the India-Nepal Treaty TRQ, obtain DGFT's allocation under the revised procedure governing 10,000 MT of copper products (Chapter 74 and CTH 8544) for the relevant financial year. Compliance with all conditions in DGFT Public Notice 17/2023 dated 22-06-2023, Paras (i) to (xv), is mandatory before filing the bill of entry.DGFT Public Notice 17/2023 dated 22-06-2023 · Para 2.92 of the Handbook of Procedures 2023
The most common error on this tariff line is assuming the prior NFMIMS five-day advance-registration window still governs; S.O. 3759(E) and DGFT Notification 26/2016-20 abolished the minimum advance-registration period entirely, making same-day registration technically permissible, yet the registration number itself must still be obtained before the consignment arrives — filing the bill of entry without a valid 75-day registration number triggers detention at the port of import. Importers routing copper products under the India-Nepal TRQ must also secure the DGFT allocation separately; the NFMIMS registration does not substitute for or satisfy the TRQ allocation requirement.
