HSN 7408 19 20 (copper welding wire) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 4412:1981 is mandatory under the ISI Mark Scheme with effect from 26 April 2024, by virtue of the Copper Products (Quality Control) Order, 2023. Tariff Rate Quota controls administered by the Directorate General of Foreign Trade under the India-UAE Comprehensive Economic Partnership Agreement apply as a separate customs-clearance overlay.

The most common failure on this tariff line is overlooking the staggered enforcement calendar: importers assume the 26 April 2024 headline date applies uniformly, but small enterprises and micro enterprises have later live dates of 19 January 2025 and 19 April 2025 respectively — and that classification refers to the foreign manufacturer's enterprise status, not the Indian importer's. An importer sourcing from a non-micro foreign manufacturer after 19 October 2024 without a valid CM/L on the IS 4412:1981 scope faces detention regardless of the supplier's own characterisation of its size.
