Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 4412:1981 for copper welding wire. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility address on the BIS online register before placing the purchase order.
    Copper Products (Quality Control) Order, 2023 · S.O. 1801(E) dated 25-04-2024
  2. 2
Confirm the applicable enforcement date against your supplier's enterprise classification: enterprises other than small and micro are subject from 19 October 2024, small enterprises from 19 January 2025, and micro enterprises from 19 April 2025.
    Copper Products (Quality Control) Order, 2023 · S.O. 1801(E) dated 25-04-2024 · BIS (Conformity Assessment) Regulations, 2018
  3. 3
Ensure each spool or coil of copper welding wire bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product or its immediate packaging in a manner traceable to the licensed batch.

  4. 4
If importing under the India-UAE CEPA Tariff Rate Quota, obtain the TRQ allocation from the Directorate General of Foreign Trade per the revised procedure under DGFT Public Notice 6/2015-20 and comply with conditions in Annexure IV of Appendix 2A of the FTP 2015-20.

  5. 5
Quote the supplier's BIS CM/L number on the bill of entry. If the consignment benefits from the India-UAE CEPA TRQ or the India-Nepal Treaty copper TRQ (10,000 MT for Chapter 74 per DGFT Public Notice 17/2023), include the TRQ allocation reference. Customs verifies the CM/L in real time; an absent, expired, or scope-mismatched licence triggers consignment detention.

A word of counsel

The most common failure on this tariff line is overlooking the staggered enforcement calendar: importers assume the 26 April 2024 headline date applies uniformly, but small enterprises and micro enterprises have later live dates of 19 January 2025 and 19 April 2025 respectively — and that classification refers to the foreign manufacturer's enterprise status, not the Indian importer's. An importer sourcing from a non-micro foreign manufacturer after 19 October 2024 without a valid CM/L on the IS 4412:1981 scope faces detention regardless of the supplier's own characterisation of its size.

Frequently asked
Does HSN 7408 19 20 require BIS certification?
Yes. Conformity to IS 4412:1981 is mandatory under the ISI Mark Scheme from 26 April 2024, by virtue of the Copper Products (Quality Control) Order, 2023; import is permitted only from manufacturers holding a current BIS CM/L licence covering copper welding wire.
Are there different enforcement dates for different enterprise categories?
Yes. Enterprises other than small and micro are covered from 19 October 2024, small enterprises from 19 January 2025, and micro enterprises from 19 April 2025, per S.O. 1801(E) dated 25 April 2024.
Does the India-UAE CEPA Tariff Rate Quota change the BIS QCO obligation?
No. The TRQ governs duty concessions and allocation; the BIS QCO obligation under IS 4412:1981 applies independently to all imports of copper welding wire under HSN 7408 19 20 regardless of the trade agreement invoked.
Does a single CM/L licence cover all wire grades and dimensions from the same manufacturer?
No. The CM/L is scope-specific by product specification and manufacturing facility; wire grades or dimensions outside the licensed scope, or produced at an unlicensed plant, are not covered and will be detained at customs.
