Copper weld wire
Copper weld wire for general engineering purposes
HSN 7408 19 10 (Copper weld wire) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 4412:1981 is mandatory under the ISI Mark Scheme with effect from 26 April 2024, by virtue of the Copper Products (Quality Control) Order, 2023. Non-Ferrous Metals Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 4412:1981. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Copper Products (Quality Control) Order, 2023 · S.O. 1801(E) dated 25-04-2024
- 2Ensure each consignment of copper weld wire bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product or its coil/spool tag, not packaging alone.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Copper Products (Quality Control) Order, 2023
- 3Register the consignment under the Non-Ferrous Metals Import Monitoring System before import. Confirm whether the India-UAE CEPA Tariff Rate Quota procedure applies, and if so, obtain the relevant DGFT allocation and comply with the Annexure IV conditions of Appendix 2A.DGFT Notification 61/2015-2020 dated 31-03-2021 · DGFT Policy Circular 42/2015-2020 dated 27-07-2022 · CBIC Notification 22/2022-Customs dated 30-04-2022
- 4If importing under the India-Nepal Treaty Tariff Rate Quota for copper products (Chapter 74 and CTH 8544), apply to the Directorate General of Foreign Trade as the designated authority for allocation under DGFT Public Notice 17/2023. Comply with the procedure set out in paragraphs (i) to (xv) of that notice.DGFT Public Notice 17/2023 dated 22-06-2023 · para 2.92 of the Handbook of Procedures, 2023
- 5Quote the supplier's BIS CM/L number and the NFMIMS registration reference on the bill of entry. Customs verifies CM/L validity in real time against the BIS register; an absent, expired, or scope-mismatched licence triggers consignment detention.Copper Products (Quality Control) Order, 2023 · BIS Act, 2016 · Customs Act, 1962
The single most common error on this tariff line is overlooking the staggered enterprise-category enforcement dates. The BIS QCO under S.O. 1801(E) came into force on 26 April 2024 for enterprises other than small and micro, on 19 January 2025 for small enterprises, and on 19 April 2025 for micro enterprises — but a foreign supplier's BIS CM/L obligation is not reduced by the importer's own MSME status. Importers sourcing from unlicensed foreign manufacturers on the assumption that the micro-enterprise deferral applies to them directly face detention and monetary penalty under the BIS Act, 2016.
