Compliance steps
  1. 1
Register the consignment on the NFMIMS online portal before the import consignment arrives, paying a registration fee of ₹500. Registration may be applied not earlier than 60 days before the expected date of arrival; the automatic registration number issued is valid for 75 days. The minimum advance-registration window of 5 days prior to arrival has been abolished under S.O. 3759(E).

  2. 2
For any consignment imported under the India-Nepal Treaty TRQ allocation of 10,000 MT of copper products (Chapter 74 and CTH 8544) for the relevant financial year, obtain prior TRQ allocation from DGFT as the designated authority. Ensure compliance with the revised allocation and monitoring procedure under paragraphs (i) to (xv) of DGFT Public Notice 17/2023 and Para 2.92 of the Handbook of Procedures 2023.

A word of counsel

The most common error on this tariff line is misreading the abolition of the 5-day minimum advance-registration window as an exemption from NFMIMS registration altogether. Registration remains compulsory for every import consignment; only the mandatory lead-time buffer has been removed. A bill of entry filed without a valid NFMIMS automatic registration number in the system will be held by customs pending regularisation, attracting demurrage and ground rent while the portal registration is completed retrospectively.

Frequently asked
Does HSN 7407 29 90 require BIS certification?
No, copper bars, rods and profiles under this tariff line are not within the BIS Quality Control Order regime. Import is governed by the Non-Ferrous Metals Import Monitoring System administered by the Directorate General of Foreign Trade under DGFT Notification 61/2015-2020, requiring compulsory advance online registration and payment of a ₹500 registration fee.
How long is the NFMIMS automatic registration number valid, and can it be applied close to shipment arrival?
The automatic registration number is valid for 75 days from the date of issue. Registration may be applied up to 60 days before the expected arrival date; the earlier mandatory 5-day advance window has been abolished per S.O. 3759(E) and DGFT Notification 26/2016-20 dated 10-08-2022, but registration must be completed before the consignment arrives.
Does the India-Nepal Treaty TRQ apply to all imports of this HSN, or only to specific origins?
The TRQ allocation of 10,000 MT covers copper products under Chapter 74 and CTH 8544 specifically for imports under the revised India-Nepal Treaty for the relevant financial year; DGFT is the designated authority for allocation and monitoring under DGFT Public Notice 17/2023 and Para 2.92 of the Handbook of Procedures 2023, and applies only to Nepal-origin consignments under that treaty.
