HSN 7407 29 21 (Hollow copper bars and profiles) is subject to Directorate General of Foreign Trade (DGFT) Tariff Rate Quota (TRQ) allocation and monitoring under DGFT Public Notice 17/2023 dated 22-06-2023, which designates DGFT as the authority for all TRQ items under the revised India-Nepal Treaty. Import beyond the allocated TRQ quantity, or without a valid allocation under Para 2.92 of the Handbook of Procedures 2023, is not permitted as Free.

The most common error on this tariff line is assuming that origin from Nepal automatically confers Free-import status without a prior TRQ allocation. The revised India-Nepal Treaty TRQ is quota-bound at 10,000 MT across Chapter 74 and CTH 8544 for the financial year, and DGFT allocates individual entitlements in advance; a consignment arriving without a current allocation letter will be detained at the port of import pending regularisation, accruing demurrage and ground rent.
