HSN 7407 29 10 (Rods of bronze and similar alloys) is subject to Directorate General of Foreign Trade (DGFT) Tariff Rate Quota (TRQ) controls under the revised India-Nepal Treaty, administered pursuant to DGFT Public Notice 17/2023 dated 22 June 2023. DGFT is the designated authority for allocation and monitoring of the 10,000 MT quota for copper products under Chapter 74 and CTH 8544 for FY 2023-24, with procedures governed by Para 2.92 of the Handbook of Procedures, 2023.

The most common error on this tariff line is assuming that any general copper-product import authorisation covers the India-Nepal TRQ allocation. The TRQ under DGFT Public Notice 17/2023 is a distinct instrument: it is origin-specific, quantity-capped at 10,000 MT for the notified financial year, and allocated and monitored exclusively by DGFT. Shipments arriving without a current DGFT TRQ allocation letter face detention and cannot be regularised by a retrospective licence application.
