Compliance with DGFT Public Notice 17/2023 dated 22-06-2023 (paras i to xv) and the procedures under Para 2.92 of the Handbook of Procedures 2023 is mandatory for the 10,000 MT annual copper-products TRQ for FY 2023-24.DGFT Public Notice 17/2023 dated 22-06-2023 · Handbook of Procedures 2023, Para 2.92
The most common error on this tariff line is filing the bill of entry before obtaining the NFMIMS registration number, either because the importer treats the online step as a post-arrival formality or assumes the abolished 5-day minimum no longer requires any pre-arrival registration at all. The abolition of the minimum advance period means registration can be applied for at any point before arrival — not that registration itself has been waived. An unregistered consignment is liable to detention pending regularisation, and DGFT Policy Circular 42/2015-2020 dated 27-07-2022 affirms there is no post-facto dispensation.
